For the professional, I counsel Pennsylvania doctors, pharmacists, nurses, and all other licensees facing disciplinary actions before Pennsylvania's twenty six different state regulatory boards. My clients live both in and outside Pennsylvania and face disciplinary actions against their Pennsylvania professional license. My website and blogs discuss my professional license defense strategies. From criminal convictions that affect a license to work place employment investigations and client based complaints to the licensing boards, I handle all types of disciplinary actions. In this age of hightened scrutiny of all professionals regarding their personal or professional conduct, Pennsylvania's licensing Boards take any complaint or behavioral misteps seriously. Please visit my web site and blogs at .
I also represent individuals in a wide variety of criminal prosecutions. My experience includes defending clients in state and federal grand jury proceedings, perjury and obstruction charges, health care and tax fraud claims, robbery and drug related crimes, gun violence cases, and computer and internet crimes. I counsel clients in connection with grand jury investigations and prosecutions by the U.S. Department of Justice and various U.S. Attorney’s offices across the country, and the Pennsylvania and New Jersey offices of the Attorney General.

Extremely Helpful
This was the second time I needed Mr. Hark's assistance. He is professional, available anytime to talk, invested in his clients, and provides professional legal support. He briefed me on exactly what to expect when dealing with the Board of Nursing and got my case closed twice. Highly recommend his s...
Happy to successfully help this client--again. Everyone is a target from the PA Boards of Nursing, Pharmacy, and Medicine. The post pandemic enforcement environment is almost unbearable. Call me to help.

Never thought I would practice again!
Richard mixed no words when explaining the rigorous process of reinstating my professional license and prepared me for the process. His confidence and proven track record reassured me, and the payment plan made my life manageable while waiting for my professional license to be reinstated.
I routinely handle petitions to reinstate nursing, pharmacy, medical, osteopathic, or any other Pennsylvania health care license. Convictions cause health care license suspensions. Missing board ordered psychiatric evaluations result in health care license suspensions. I have a plan that I execute with many clients. Gary's story is similar to many clients -- he moved out of state and didn't get the notice for the evaluation, or had a conviction that caused the evaluation that he missed. But he didn't give up on his nursing license. While he was living out of state, we worked out a payment plan and I set out getting his documents together and getting his life in order to present to a PHMP approved expert, who approved concluded he is safe to practice. Call me to help you with your health care license reinstatement.

Go with the Best and forget the rest. Best Attorney
Can’t say thank you enough to Richard and Jessica for how much they did for me. I am truly grateful. I am a RN who was in a bad way mentally due to medication issues which in turn lead to 2 DUIs and 2 refusals. I found Richard on line to help with my nursing license. I was so nervous to call but so ...
Wow, Mr. October.....that is a compliment. Donna's various matters are similar to everyone else's. A single DUI creates many problems. Two in three weeks because of medication creates huge issues. Each one then needs to be handled, unraveled, and managed. It took time with Donna. Each DUI, each refusal, a Commonwealth Court appeal, and Nursing Board case. She worked the entire time. She drove most of the time. She lives in Schuylkill County. I drove up there 5 times. I drive to Scranton, Lebanon, Montour, Lehigh, Bethlehem, Lancaster, Adams and all places in between these towns and Philadelphia. Today I am in West Chester and Media. Call me with your questions.

Words just aren’t enough to thank Richard and Jessica for how much they changed my life. After a car accident on personal time in January of 2022, I was charged with a DUI. Even being in nursing for almost 20 years, I had no clue about how much this was going to change my career. I can’t say I ev...
The last two reviews show how scary these cases are for my clients. Similar to you they have been charged with a crime and they have a health care license. Osteopathic, pharmacy, medical or nursing board licensees are all treated the same. Do not fall for the PHMP, PHP. PNAP, SARPH lies, letters, threats. These programs are not the boards that license you. These entities juts scare everyone. Hire your own lawyer to protect your license. DO NOT TRUST THESE CASE WORKERS, THE POLICE OFFICERS, YOUR JOB MANAGERS OR SUPERVISORS. DO NOT SELF REPORT TO THE PHMP AND GO TO THEIR EVALUATION. IT IS A MESS AND IT WILL MESS UP YOUR LICENSE.

First and foremost if you ever receive anything in the mail regarding your license please call a professional! I received a bogus DUI while not under the influence just because my car had a smell which put my nursing license was in jeopardy. I was less than a year shy of graduating and becoming a reg...
Thanks CJ for the great review. More importantly, thanks for searching the internet, finding my webpages, and calling me to ask questions. PHMP and PNAP sends misleading and scary letters to licensees. Every new client tells me they thought the PHMP was the Board and they had to comply with this initial evaluation. THIS IS WRONG. As my website says, DO NOT SIGN ANY DOCUMENT UNTIL YOU TALK TO AN ATTORNEY. DO NOT RELEASE YOUR MEDICAL RECORDS. My clients in Erie, Pittsburgh, Scranton, and Lancaster have read my website, call me, and we stop the abusive PNAP process. Call me to talk about your case.
"I have known Richard Hark for years and he is an outstanding attorney. While he handled criminal defense matters for many years, he has shifted his practice focus to administrative law where he assists professionals (nurses, doctors, lawyers, etc) when they are being disciplined by their respective licensing board. This is usually as a result of contacts with the criminal justice system or drug/alcohol problems. Despite the shift in practice, the outcomes are the same. I have seen him successfully fight the most serious criminal charges and I now refer professional clients to him when their criminal case overlaps with their professional license. He has become extremely skilled in a very sensitive area where clients' livelihoods are on the line. This is no easy task but Richard's combination of legal smarts, common sense, and empathy for his client's plight make him a perfect fit. I strongly endorse Mr. Hark."
"I endorse this lawyer. Knowledgeable on board defense matters for licensed health care professionals."
"I recently referred a complicated criminal defense matter to Mr. Hark. He handled the case with a high degree of professionalism and was able to secure an excellent result."
"I endorse this lawyer. I have worked with Rich on many cases over the past 20 years. He is a straight-shooter and is honest with his clients. I trust him enough that I have referred dozens of my clients to him for assistance with various types of matters including criminal defense."
