For the professional, I counsel Pennsylvania doctors, pharmacists, nurses, and all other licensees facing disciplinary actions before Pennsylvania's twenty six different state regulatory boards. My clients live both in and outside Pennsylvania and face disciplinary actions against their Pennsylvania professional license. My website and blogs discuss my professional license defense strategies. From criminal convictions that affect a license to work place employment investigations and client based complaints to the licensing boards, I handle all types of disciplinary actions. In this age of hightened scrutiny of all professionals regarding their personal or professional conduct, Pennsylvania's licensing Boards take any complaint or behavioral misteps seriously. Please visit my web site and blogs at .
I also represent individuals in a wide variety of criminal prosecutions. My experience includes defending clients in state and federal grand jury proceedings, perjury and obstruction charges, health care and tax fraud claims, robbery and drug related crimes, gun violence cases, and computer and internet crimes. I counsel clients in connection with grand jury investigations and prosecutions by the U.S. Department of Justice and various U.S. Attorney’s offices across the country, and the Pennsylvania and New Jersey offices of the Attorney General.

Attorney Hark resolved both state board and criminal matters, saving my future and my career!
There's no "short and sweet" way to detail the countless ways Attorney Hark has been a God-send to me, when it comes to my case. He saved my career, my future and allowed me to continue practicing nursing. I truly thought I would never be able to do the job I am so passionate about, ever again. My ...

Saved my RN and DRIVERS LICENCE
I found Richard Stark by looking up how to handle a DUI and RN license suspension. I called in absolute panic. I was receiving letters to enter PNAP immediately or face recourse from the Nursing Board .And I was going to lose my driving license for 18 months. He answered my phone call in less than ...
My client's call me seeking clear guidance on how to fix their health care licensing problem, how to make sure they do not loose their medical, pharmacy, nursing, or any other health care license. I hear frustration and anger from clients who hired the attorney, spent a lot of money, and still had problems. I fix those problems. My clients call from Erie, Altoona, Scranton, Pittsburgh, Philadelphia, New Jersey, California, and Georgia. My reviews and my website all speak for themselves. Everyone understands the need more help and after I help them they know how a good attorney fixes and gets they case resolved. I am responsive, astute, patient, and pro-active. I fix problems -- not create them. This is why my reviews are so long. Everyone has big licensing problems and the can't believe that I fixed the issue.

I won my case thanks to Richard!
I contacted Richard after I was falsely accused at work of being impaired. I worked as a RN at a rehabilitation center. The company I worked for knew I had been in PNAP in the past ( and successfully completed it). I was working 4 people short during COVID and the error that occurred had nothing to ...
This client had a very long drawn out case that we won twice!!. The Hearing officer dismissed the case in a proposed adjudication. The final order of the full Nursing Board accepted that decision with its own reasoning and dismissed the case. IT IS OVER. WE WON. This COVID-related impairment prosecution started from Pennsylvania's health care boards zero tolerance impairment policy. This client was never impaired. PNAP and the PHMP and the PA PHP could not prove it. The prosecutor could never prove it. Fight your case every day. Never admit any impairment. Erie, York, Pittsburgh, Scranton, Philadelphia, Media, Lancaster Lehigh nurses protected our community during COVID. Do not let the health care boards mess up your hard earned license. call me.

Top notch
Richard Hark did a phenomenal job handling my case. If you find yourself facing disciplinary action, I recommend calling him. He prepared me for the interview and provided the tools I needed to navigate the process. I was skeptical at first about not undergoing the employer/recommended PNAP pr...
Michelle called me very upset. We slowed down, talked, and she expressed the issues of her case. I was able to ask her some simple questions that took very little time. I then laid out a map of what could and what would happen and how we would prepare. We prepared and we were able to close the case. I always say we because my clients are always integrally involved. DON'T SIGN ANYTHING FROM PNAP, SARPH, THE PHMP. DO NOT CALL THEM, DO NOT ADMIT ANY DRUG USE, THEFT, IMPAIRMENT, OR MENTAL HEALTH ISSUES. What you tell them they will use against you. call me.

Awesome attorney!
When I thought I’d have to find a new career due to false accusations by a coworker costing me my job, and then almost 2 years later going all the way to the state, I didn’t know what to do at first. By word of mouth I was told about Richard Hark. I contacted him and he was immediate to respond to me...
This Dept of Health abuse allegation sought to delete this client's career. This case is perfect example of do not admit to any allegations of abuse, impairment, or inability to safely practice. Never give up and make the prosecutor prove their case. Fight any of these types of allegations. Thanks for letting me help. Zoom, telephones, email, Microsoft teams, allow me to help clients al over Pennsylvania (Erie, Pittsburgh, Scranton, Lancaster, and in between) or the country.
"I have known Richard Hark for years and he is an outstanding attorney. While he handled criminal defense matters for many years, he has shifted his practice focus to administrative law where he assists professionals (nurses, doctors, lawyers, etc) when they are being disciplined by their respective licensing board. This is usually as a result of contacts with the criminal justice system or drug/alcohol problems. Despite the shift in practice, the outcomes are the same. I have seen him successfully fight the most serious criminal charges and I now refer professional clients to him when their criminal case overlaps with their professional license. He has become extremely skilled in a very sensitive area where clients' livelihoods are on the line. This is no easy task but Richard's combination of legal smarts, common sense, and empathy for his client's plight make him a perfect fit. I strongly endorse Mr. Hark."
"I endorse this lawyer. Knowledgeable on board defense matters for licensed health care professionals."
"I recently referred a complicated criminal defense matter to Mr. Hark. He handled the case with a high degree of professionalism and was able to secure an excellent result."
"I endorse this lawyer. I have worked with Rich on many cases over the past 20 years. He is a straight-shooter and is honest with his clients. I trust him enough that I have referred dozens of my clients to him for assistance with various types of matters including criminal defense."
