The only complexity that makes a specific case harder is a PHMP consent agreement and violations of that consent agreement. Once a health care professional admits they suffer from an addiction and can not practice safely unless enrolled in the PHMP -- VRP, PNAP, SARPH, PHP -- a violation of that agreement presents huge challenges for the client.
