For the professional, I counsel Pennsylvania doctors, pharmacists, nurses, and all other licensees facing disciplinary actions before Pennsylvania's twenty six different state regulatory boards. My clients live both in and outside Pennsylvania and face disciplinary actions against their Pennsylvania professional license. My website and blogs discuss my professional license defense strategies. From criminal convictions that affect a license to work place employment investigations and client based complaints to the licensing boards, I handle all types of disciplinary actions. In this age of hightened scrutiny of all professionals regarding their personal or professional conduct, Pennsylvania's licensing Boards take any complaint or behavioral misteps seriously. Please visit my web site and blogs at .
I also represent individuals in a wide variety of criminal prosecutions. My experience includes defending clients in state and federal grand jury proceedings, perjury and obstruction charges, health care and tax fraud claims, robbery and drug related crimes, gun violence cases, and computer and internet crimes. I counsel clients in connection with grand jury investigations and prosecutions by the U.S. Department of Justice and various U.S. Attorney’s offices across the country, and the Pennsylvania and New Jersey offices of the Attorney General.

Very reliable and trustworthy
Received the expungement of my child, Atty. Hark treated me and my child as his family. As a very busy lawyer, him and his secretary makes way for us to feel confident reaching out to him. Highly recommended

Expunged!
I received my expungement letter from the local court today, about a year after being charged with DUI. The process went down exactly how Richard told me it would during one of our initial phone conversations. I completed ARD in just six months, had no job repercussions, and the state medical board ...
This Allentown client was charged with a DUI, refusal, and was subjected to a health care board investigation. The final order of the full medical board dismissed the case. IT IS OVER. WE WON. This COVID-related DUI, PennDOT license refusal, and ARD impairment prosecution started from Pennsylvania's health care boards zero tolerance impairment policy. This client was never impaired. PNAP and the PHMP and the PA PHP could not prove it. The prosecutor could never prove it. Fight your case every day. Never admit any impairment. Erie, York, Pittsburgh, Scranton, Philadelphia, Media, Lancaster Lehigh nurses protected our community during COVID. Do not let the health care boards mess up your hard earned license. call me.”

Board review after reckless driving conviction / 8 Years later complaint to board anonymously of "not reporting"
First I would like to say that at a time when I had little hope and was being pressured by the board to join PDMP even without a DUI conviction Richard alone offered me hope. But let me say he did not just offer hope, he delivered results. Initially I went through a board review that Richard helped...
The enforcement environment has ramped up even more after COVID. Now the Board is playing catch up and prosecutors are filing petitions for DUI's from before COVID. Never admit or give any information to any investigator. DO NOT CALL PNAP OR THE PHP OR PHMP. Call me to discuss your DUI and its affect on your professional license. It does not matter where your DUI or work is. I handle cases all over Pennsylvania -- Erie, Pittsburgh, Philadelphia, Scranton, Lancaster, York, Lehigh, Reading, Bucks, Berks, Chester, State College. So happy to help!

I won my case thanks to Richard!
I contacted Richard after I was falsely accused at work of being impaired. I worked as a RN at a rehabilitation center. The company I worked for knew I had been in PNAP in the past ( and successfully completed it). I was working 4 people short during COVID and the error that occurred had nothing to ...
This client had a very long drawn out case that we won twice!!. The Hearing officer dismissed the case in a proposed adjudication. The final order of the full Nursing Board accepted that decision with its own reasoning and dismissed the case. IT IS OVER. WE WON. This COVID-related impairment prosecution started from Pennsylvania's health care boards zero tolerance impairment policy. This client was never impaired. PNAP and the PHMP and the PA PHP could not prove it. The prosecutor could never prove it. Fight your case every day. Never admit any impairment. Money well spent
Richard is extremely professional, always on time, and has great communication skills. He has a way of calming your fears and also has some great stress-relieving tactics. Not only is he a wonderful lawyer, but he is a phone call away offering great advice. He knows the Board of Nursing like the back...
Happy to successfully help this client--again. If you practice in Pennsylvania -- Lancaster, Erie, Pittsburgh, Scranton, Northampton, Allentown, or Philadelphia you are a target from the PA Boards of Nursing, Pharmacy, and Medicine. The post pandemic enforcement environment is almost unbearable. Call me to help.
"I have known Richard Hark for years and he is an outstanding attorney. While he handled criminal defense matters for many years, he has shifted his practice focus to administrative law where he assists professionals (nurses, doctors, lawyers, etc) when they are being disciplined by their respective licensing board. This is usually as a result of contacts with the criminal justice system or drug/alcohol problems. Despite the shift in practice, the outcomes are the same. I have seen him successfully fight the most serious criminal charges and I now refer professional clients to him when their criminal case overlaps with their professional license. He has become extremely skilled in a very sensitive area where clients' livelihoods are on the line. This is no easy task but Richard's combination of legal smarts, common sense, and empathy for his client's plight make him a perfect fit. I strongly endorse Mr. Hark."
"I endorse this lawyer. Knowledgeable on board defense matters for licensed health care professionals."
"I recently referred a complicated criminal defense matter to Mr. Hark. He handled the case with a high degree of professionalism and was able to secure an excellent result."
"I endorse this lawyer. I have worked with Rich on many cases over the past 20 years. He is a straight-shooter and is honest with his clients. I trust him enough that I have referred dozens of my clients to him for assistance with various types of matters including criminal defense."
