For the professional, I counsel Pennsylvania doctors, pharmacists, nurses, and all other licensees facing disciplinary actions before Pennsylvania's twenty six different state regulatory boards. My clients live both in and outside Pennsylvania and face disciplinary actions against their Pennsylvania professional license. My website and blogs discuss my professional license defense strategies. From criminal convictions that affect a license to work place employment investigations and client based complaints to the licensing boards, I handle all types of disciplinary actions. In this age of hightened scrutiny of all professionals regarding their personal or professional conduct, Pennsylvania's licensing Boards take any complaint or behavioral misteps seriously. Please visit my web site and blogs at .
I also represent individuals in a wide variety of criminal prosecutions. My experience includes defending clients in state and federal grand jury proceedings, perjury and obstruction charges, health care and tax fraud claims, robbery and drug related crimes, gun violence cases, and computer and internet crimes. I counsel clients in connection with grand jury investigations and prosecutions by the U.S. Department of Justice and various U.S. Attorney’s offices across the country, and the Pennsylvania and New Jersey offices of the Attorney General.

Richard saved my professional license
It was completely by chance that I stumbled upon Richard’s article about the “tricks and traps” related to the PA state professional boards. I had already been cooperating with the SW Board for 6 months by the time I contacted Richard and without expert representation I was faced with a 3-year monit...
It is so great helping every one of my clients. I have such a drastic impact on their lives. Anthony, thank you for letting me help you.

Great attorney
Richard is a health care lawyer handling criminal and professional licensing matters. He is an attorney I never expected to need, but I am unbelievably happy I found him. As a medical doctor, I was confronted with extremely challenging clients at the height of the national opioid crisis. With Richa...
Criminal investigations affect doctors and all aspects of their medical practice. DEA prescribing authority, hospital admitting and credentialing authority, public and private insurance participation, and and state disciplinary prosecutions will need to be addressed. Dr. A and I worked together and timely organized, plotted, and effectively responded to every consequence of the federal then state investigations. We mapped out and then strategically and successfully attacked each criminal and board case. It was a pleasure to work with such an amazing person. This type of case happens in Pittsburgh, Erie, Scranton, Philadelphia and all suburbs in between. Call me about your case.

Occupational Therapist
I sustained a DUI several months ago and even though I hadn't been charged with it yet I landed in this PHMP monitoring program. I had to go for random drug screens that could be anytime. I am an occupational therapist and don't deal with medications and they were stating that I was a risk to my p...
Michael's case is not unique. A 2nd offense DUI with a high BAC, he was already cooperating with the PHMP. Similar to many nurses, doctors, CRNP's nurse anesthetists, and pharmacists, the PHMP monitoring program case worker did a bait and switch on Michael. They say just got to the eval, you will be fine. The drug and alcohol evaluator gave him an improper diagnosis and recommended the program. The PHMP case worker, even though Michael was not handling any medications, demanded he stop working, go to in patient treatment, and not return to work until she (Candice Queer) said so. This is not proper. Different health care professionals from all over Pennsylvania (Scranton, Pittsburgh, Erie, Altoona, Mechanicsburg, Harrisburg, Philadelphia) are all treated the same. NO ONE CAN AFFORD TO STOP WORKING. Michael withdrew from the PHMP before a formal signed consent order was entered. We prepared for the Mental and Physical Evaluation. A prosecutor look at his case and after the review with all of the information closed the file. Michael started back working right after he hired me (6 months ago), and never looked back. He has a great new job, moved to a better location, and couldn't be happier with his choices -- one of which was hiring me. Thanks for letting me save your license, career, and happiness.

Pitt nurse
Attorney Hark is an amazing lawyer, especially for professionals. I had an issue dealing with The PA board of nursing where they threatened to sanction my nursing license. I went to school for 6+ years for my RN and there was no way I wasn’t going to put up a fight and getting a lawyer that has exper...
Kasi had a hard case. She was also in Pittsburgh, during Covid lock downs. The Board's are being very diligent investigating allegations of mental health, drug use, diversion, alcohol abuse, and self-medicating more than every in this medical marijuana and opiate crisis time period. Whether you live in Erie,m Harrisburg, Altoona, Pittsburgh, Scranton (Go JOE), Philadelphia, or any other state and possess a PA health care license, call me to help. Kasi did and she says it all! Constant communication, emails, texts, ZOOM, and the old fashion phone are all means of effective communication. Thanks for letting me help Kasi!

Mr. Hark saved my license.
I was unfortunately involved in a workplace incident that triggered a referral to substance abuse program and even worse, an investigation by one of the state’s administrative boards into my physical and psychological well-being to practice. From my first call, Richard took the time to get to know me...
This was a really hard case. However, an attentive client who understood the complexity of the issues, the exposure to his license, and my game plan made representing him a pleasure. From day one, "Mike" understood my strategy, executed every step to a "T" and we prevailed. My extensive preparation along with Mike's full cooperation and agreement helped us win this case. Thank for letting me help.
"I have known Richard Hark for years and he is an outstanding attorney. While he handled criminal defense matters for many years, he has shifted his practice focus to administrative law where he assists professionals (nurses, doctors, lawyers, etc) when they are being disciplined by their respective licensing board. This is usually as a result of contacts with the criminal justice system or drug/alcohol problems. Despite the shift in practice, the outcomes are the same. I have seen him successfully fight the most serious criminal charges and I now refer professional clients to him when their criminal case overlaps with their professional license. He has become extremely skilled in a very sensitive area where clients' livelihoods are on the line. This is no easy task but Richard's combination of legal smarts, common sense, and empathy for his client's plight make him a perfect fit. I strongly endorse Mr. Hark."
"I endorse this lawyer. Knowledgeable on board defense matters for licensed health care professionals."
"I recently referred a complicated criminal defense matter to Mr. Hark. He handled the case with a high degree of professionalism and was able to secure an excellent result."
"I endorse this lawyer. I have worked with Rich on many cases over the past 20 years. He is a straight-shooter and is honest with his clients. I trust him enough that I have referred dozens of my clients to him for assistance with various types of matters including criminal defense."
