For the professional, I counsel Pennsylvania doctors, pharmacists, nurses, and all other licensees facing disciplinary actions before Pennsylvania's twenty six different state regulatory boards. My clients live both in and outside Pennsylvania and face disciplinary actions against their Pennsylvania professional license. My website and blogs discuss my professional license defense strategies. From criminal convictions that affect a license to work place employment investigations and client based complaints to the licensing boards, I handle all types of disciplinary actions. In this age of hightened scrutiny of all professionals regarding their personal or professional conduct, Pennsylvania's licensing Boards take any complaint or behavioral misteps seriously. Please visit my web site and blogs at .
I also represent individuals in a wide variety of criminal prosecutions. My experience includes defending clients in state and federal grand jury proceedings, perjury and obstruction charges, health care and tax fraud claims, robbery and drug related crimes, gun violence cases, and computer and internet crimes. I counsel clients in connection with grand jury investigations and prosecutions by the U.S. Department of Justice and various U.S. Attorney’s offices across the country, and the Pennsylvania and New Jersey offices of the Attorney General.

He is also an honest and caring person.
lawyer Richard Quinton Hark did an excellent job due to his deep knowledge of the law. He not only saved me money, but more importantly, he saved me a significant amount of time. He was extremely precise in addressing the critical issues.
Nabil needed to get his medical license back. Together we presented an excellent Act 53 of 2020 legal argument supported by many facts that helped his case. His medical license has been reinstated after a long, drawn out matter in which he had several attorneys mess things up. As Nabil says, my medical license defense is based upon an extensive knowledge of the law, efficient representation, and effectively handling clients, witnesses, prosecutors, and presenting great facts to the court. Nabil is in Westmoreland County. I am in Ardmore, Montgomery County. Video meetings, phone preparation and tons of emails make it worthwhile to hire me from wherever you are so you get the best legal representation for your Pennsylvania of New Jersey health care licensing matter.

Richard knows what he is doing!
Richard knows what he is doing. Just listen to him and follow his instructions He did an awesome job for me.i highly recommend his services. He is definitely worth the money!
Deb had several legal issues. Once we got the documents from the Nursing Board, after several months preparation, we were ready, she was not nervous, and fully engaged in the plan. Deb executed perfectly and her Pennsylvania Nursing Board preliminary investigation was closed without a full disciplinary hearing or even case. Great job Deb. Thank you for letting me help you navigate this very challenging time in your professional career. Deb is located in western Pa. It did not matter. I am in Ardmore and we zoomed, talked on the phone, and emailed all document preparation back and forth. I can help you with your Pennsylvania and New Jersey Nursing, Medical, Osteo, Pharmacy Board issues wherever you live. Call me.

10/10
I had a case involving my medical license, which Richard quickly helped resolve. He was professional, reassuring, and always available within minutes. Not only did he successfully fix my licensing issue, but he also went above and beyond by recovering the money I had paid to my previous lawyer. I hig...
The big issue here was the prior lawyer took this client's money and had no idea what to do. The prior lawyer, Joseph Lento, was disbarred and still took this fee. I had to contact the disciplinary board, I had to threaten to sue him and only then did the disbarred attorney's law firm return the money. Then, I turned my attention to the client and correctly handled his case! Thanks for letting me help! Moral of this story -- Joey Lento is disbarred and never knew how to handle a healthcare license case. He is a fraud. DO NOT USE JOEY LENTO OR HIS OFFICE.

RN license reinstated.
My RN license was reinstated after 11 years of PNAP meetings and Recoverytrek random drug tests. I wished I went ahead and hired Richard Hark, Esq., at the very beginning, in 2013. Richard was very efficient, the process went smoothly. I especially appreciate him notifying me of charges which were ...
Every client hopes the first call to an attorney will result in a positive outcome. Every client calls with hope. I hear frustration and anger from clients who hired the attorney, spent a lot of money, and still had problems. I fix those problems. My clients call from Erie, Altoona, Scranton, Pittsburgh, Philadelphia, New Jersey, California, and Georgia. My reviews and my website all speak for themselves. Everyone understands the need more help and after I help them they know how a good attorney fixes and gets they case resolved. I am responsive, astute, patient, and pro-active. I fix problems -- not create them. This is why my reviews are so long. Everyone has big licensing problems and the can't believe that I fixed the issue. This client was in PNAP for 11 years. 11 years. holy shit. Call me. That is absurd....

Board review after reckless driving conviction / 8 Years later complaint to board anonymously of "not reporting"
First I would like to say that at a time when I had little hope and was being pressured by the board to join PDMP even without a DUI conviction Richard alone offered me hope. But let me say he did not just offer hope, he delivered results. Initially I went through a board review that Richard helped...
The enforcement environment has ramped up even more after COVID. Now the Board is playing catch up and prosecutors are filing petitions for DUI's from before COVID. Never admit or give any information to any investigator. DO NOT CALL PNAP OR THE PHP OR PHMP. Call me to discuss your DUI and its affect on your professional license. It does not matter where your DUI or work is. I handle cases all over Pennsylvania -- Erie, Pittsburgh, Philadelphia, Scranton, Lancaster, York, Lehigh, Reading, Bucks, Berks, Chester, State College. So happy to help!
"I have known Richard Hark for years and he is an outstanding attorney. While he handled criminal defense matters for many years, he has shifted his practice focus to administrative law where he assists professionals (nurses, doctors, lawyers, etc) when they are being disciplined by their respective licensing board. This is usually as a result of contacts with the criminal justice system or drug/alcohol problems. Despite the shift in practice, the outcomes are the same. I have seen him successfully fight the most serious criminal charges and I now refer professional clients to him when their criminal case overlaps with their professional license. He has become extremely skilled in a very sensitive area where clients' livelihoods are on the line. This is no easy task but Richard's combination of legal smarts, common sense, and empathy for his client's plight make him a perfect fit. I strongly endorse Mr. Hark."
"I endorse this lawyer. Knowledgeable on board defense matters for licensed health care professionals."
"I recently referred a complicated criminal defense matter to Mr. Hark. He handled the case with a high degree of professionalism and was able to secure an excellent result."
"I endorse this lawyer. I have worked with Rich on many cases over the past 20 years. He is a straight-shooter and is honest with his clients. I trust him enough that I have referred dozens of my clients to him for assistance with various types of matters including criminal defense."
