For the professional, I counsel Pennsylvania doctors, pharmacists, nurses, and all other licensees facing disciplinary actions before Pennsylvania's twenty six different state regulatory boards. My website and blogs discuss my professional license defense strategies. From criminal convictions that affect a license to work place employment investigations and client based complaints to the licensing boards, I handle all types of disciplinary actions. In this age of hightened scrutiny of all professionals regarding their personal or professional conduct, Pennsylvania's licensing Boards take any complaint or behavioral misteps seriously. Please visit my web site and blogs at .
I also represent individuals in a wide variety of criminal prosecutions. My experience includes defending clients in state and federal grand jury proceedings, perjury and obstruction charges, health care and tax fraud claims, robbery and drug related crimes, gun violence cases, and computer and internet crimes. Saved my RN and DRIVERS LICENCE
I found Richard Stark by looking up how to handle a DUI and RN license suspension. I called in absolute panic. I was receiving letters to enter PNAP immediately or face recourse from the Nursing Board .And I was going to lose my driving license for 18 months. He answered my phone call in less than ...
My client's call me seeking clear guidance on how to fix their health care licensing problem, how to make sure they do not loose their medical, pharmacy, nursing, or any other health care license. I hear frustration and anger from clients who hired the attorney, spent a lot of money, and still had problems. I fix those problems. My clients call from Erie, Altoona, Scranton, Pittsburgh, Philadelphia, New Jersey, California, and Georgia. My reviews and my website all speak for themselves. Everyone understands the need more help and after I help them they know how a good attorney fixes and gets they case resolved. I am responsive, astute, patient, and pro-active. I fix problems -- not create them. This is why my reviews are so long. Everyone has big licensing problems and the can't believe that I fixed the issue.

State’s case dismissed
Unfortunately, I got a non-work related DUI 2 years ago.Of course I got the letter demanding that I go for an evaluation and I did. The medical director at this facility told me that perhaps “I would get it this time” Yeah, two months and they had a bed available right away. This was not gonna be g...

My reviews and my website all speak for themselves. Everyone understands the need more help and after I help them they know how a good attorney fixes and gets they case resolved. Everyone has big licensing problems and the can't believe that I fixed the issue. Call me and do not sign any PHP PHMP document.

Nursing License/DUI
When I was charged with DUI in January of 2023 I was devastated. I thought for sure I was going to lose my license and as a result the job I absolutely love. I am a single mother supporting 4 kids so you can imagine the fear anxiety and desperation I felt. That all ended the first time I spoke to Ri...
Pennsylvania's health care board's drug monitoring programs - the PHP and PHMP - are aggressively enticing nurses, pharmacists, and physicians (DO's and MD's) who get letters of concern to go into this program with a medical basis. NEVER, NEVER, NEVER think this program is mandatory. Getting the "Letter of Concern" means nothing. Here is my website link to that letter. https://www.phila-criminal-lawyer.com/the-phmp/the-vrp-s-letter-of-concern/ Ignore this letter. Call me ASAP. Too many times I have fix crazy things my clients said without an attorney. If you live in Erie, California, Scranton, Lancaster, Altoona, Phili, Lehigh, Northampton, Florida, or Pittsburgh, call me as soon as possible. DO NOT SIGN ANYTHING.

Best decision ever!!!
I had a DUI in 2020 and didn't hear of Richard Hark until I was already pretty much forced into signing a contract with the PNAP program (now NHP). I finished out my 3 year program but when it was time to be released, the program failed to release me and informed me that I had another year and a ha...
This client lives in the Pittsburgh area. I work in Montgomery County. Every aspect of the case was seamless. Virtual appointments with me and coordinated appointments with the PHMP approved medical expert got her out of the PHP/PHMP and ended her dealing with PNAP. The entire case was was based upon inappropriate extensions of her original PNAP contract. DO NOT SIGN THESE AGREEMENTS. CALL ME. We handle these cases through through emails, phone call, zoom or TEAMS meetings and ADOBE docs. We were able to get her PNAP and PHMP contracts terminated. Once a health care provider is in this program -- whether from Scranton, York, Lancaster, Philadelphia, Erie, Allegheny or Bloomsburg, compliance and then timely getting out is hard. I am always planning, planning, planning and then putting into place a plan to perfect execution. Thanks.-- Good luck with your career!

Expunged!
I received my expungement letter from the local court today, about a year after being charged with DUI. The process went down exactly how Richard told me it would during one of our initial phone conversations. I completed ARD in just six months, had no job repercussions, and the state medical board ...
This Allentown client was charged with a DUI, refusal, and was subjected to a health care board investigation. The final order of the full medical board dismissed the case. IT IS OVER. WE WON. This COVID-related DUI, PennDOT license refusal, and ARD impairment prosecution started from Pennsylvania's health care boards zero tolerance impairment policy. This client was never impaired. PNAP and the PHMP and the PA PHP could not prove it. The prosecutor could never prove it. Fight your case every day. Never admit any impairment. Erie, York, Pittsburgh, Scranton, Philadelphia, Media, Lancaster Lehigh nurses protected our community during COVID. Do not let the health care boards mess up your hard earned license. call me.”
"I have known Richard Hark for years and he is an outstanding attorney. While he handled criminal defense matters for many years, he has shifted his practice focus to administrative law where he assists professionals (nurses, doctors, lawyers, etc) when they are being disciplined by their respective licensing board. This is usually as a result of contacts with the criminal justice system or drug/alcohol problems. Despite the shift in practice, the outcomes are the same. I have seen him successfully fight the most serious criminal charges and I now refer professional clients to him when their criminal case overlaps with their professional license. He has become extremely skilled in a very sensitive area where clients' livelihoods are on the line. This is no easy task but Richard's combination of legal smarts, common sense, and empathy for his client's plight make him a perfect fit. I strongly endorse Mr. Hark."
"I endorse this lawyer. Knowledgeable on board defense matters for licensed health care professionals."
"I recently referred a complicated criminal defense matter to Mr. Hark. He handled the case with a high degree of professionalism and was able to secure an excellent result."
"I endorse this lawyer. I have worked with Rich on many cases over the past 20 years. He is a straight-shooter and is honest with his clients. I trust him enough that I have referred dozens of my clients to him for assistance with various types of matters including criminal defense."
