For the professional, I counsel Pennsylvania doctors, pharmacists, nurses, and all other licensees facing disciplinary actions before Pennsylvania's twenty six different state regulatory boards. My clients live both in and outside Pennsylvania and face disciplinary actions against their Pennsylvania professional license. My website and blogs discuss my professional license defense strategies. From criminal convictions that affect a license to work place employment investigations and client based complaints to the licensing boards, I handle all types of disciplinary actions. In this age of hightened scrutiny of all professionals regarding their personal or professional conduct, Pennsylvania's licensing Boards take any complaint or behavioral misteps seriously. Please visit my web site and blogs at .
I also represent individuals in a wide variety of criminal prosecutions. My experience includes defending clients in state and federal grand jury proceedings, perjury and obstruction charges, health care and tax fraud claims, robbery and drug related crimes, gun violence cases, and computer and internet crimes. I counsel clients in connection with grand jury investigations and prosecutions by the U.S. Department of Justice and various U.S. Attorney’s offices across the country, and the Pennsylvania and New Jersey offices of the Attorney General.

Petition Granted
Richard handled my case effectively and in a timely manner with the State Board. Polite and courteous, I felt concern for my personal well-being throughout the process. Although costs were reasonable, he also offered me several payment options to make things easier. His office assistant Jessica wa...
Greg had a major issue. He works in Lancaster County, lives in Chester Country. We met in person several times. I managed this long term investigation and subsequent dismissal of any board impairment concerns seamlessly. Greg trusted my strategic advice, adapted to my type of presentation style, and accepted my advice on how to present himself to the board expert. I am happy for Greg the case is over. Call me if you have any health care board investigation. Do not sign any PHMP or PHP documents. Do not go to PHMP/PHP NPHP orchestrated multi-day treatment evaluations. These are all a fraud and a farce that is just a trap to get the health care practitioner to release their personal information, medical records, and possibly mess up your license. Thanks for letting me help.

Hark and Hark is a reliable choice!
Richard has represented me for over 30 years . If your in a bind, call Hark and Hark. They will get you best possible deal from years of working in the field .
Every attorney wishes their clients the best after a legal matter is closed. I did so with Adam and his family a long time ago. Every attorney, however, hopes to again be the one that will help that client; that the client will again chose them for more legal help. Returning clients are a reflection of the long term relationships each attorney hopes to build when they start practicing law. I did! Adam and his family are just such a client. Long ago successes and genuine care for Adam's success lead him to only one attorney when he had a new legal issue. Me! I am proud of this review! I am also proud of my friendship with Adam and his family. I am proud that my 30 years of experience and training allowed me to again successfully help Adam with this new, more complex legal issue. I am proud that he continues to call!

Hire Richard Hark!
Richard was so helpful and handled my case perfectly. He replies in a timely manner. I got the results I wanted. I am so glad I hired him and id recommend him to any nurse in need!
Kirstin -- obviously a client. I am so happy to help her get out of program in which she did not get straight talk from anyone for over three years. Kirstin is located in western Pennsylvania. I am located in Ardmore, Pennsylvania. We together still won her case, effectively represented her, and she couldn't be more happy with the result.

He is also an honest and caring person.
lawyer Richard Quinton Hark did an excellent job due to his deep knowledge of the law. He not only saved me money, but more importantly, he saved me a significant amount of time. He was extremely precise in addressing the critical issues.
Nabil needed to get his medical license back. Together we presented an excellent Act 53 of 2020 legal argument supported by many facts that helped his case. His medical license has been reinstated after a long, drawn out matter in which he had several attorneys mess things up. As Nabil says, my medical license defense is based upon an extensive knowledge of the law, efficient representation, and effectively handling clients, witnesses, prosecutors, and presenting great facts to the court. Nabil is in Westmoreland County. I am in Ardmore, Montgomery County. Video meetings, phone preparation and tons of emails make it worthwhile to hire me from wherever you are so you get the best legal representation for your Pennsylvania of New Jersey health care licensing matter.

Exceptional Representation and Dedication in New Jersey Licensing Reinstatement
I once again had the privilege of being represented by Richard Hark, Esquire, for the reinstatement of my New Jersey medical license through the State Board of Medical Examiners. My case involved a lengthy and complex process, including a Preliminary Evaluation Committee (PEC) hearing and multiple ad...
Dr. L was treated unfairly by the PA and NJ medical boards. We fought tooth and nail to get him his licenses reinstated. So glad I could help. Whatever state you live in -- if you want to practice nursing, medicine, osteopathic, pharmacy, chiropractic, social worker, Physician Assistant, or any other healthcare based profession in Pennsylvania or NJ call me so I can help you get your license, keep your license, or get your license reinstated! Thanks for such a great review doc.!
"I have known Richard Hark for years and he is an outstanding attorney. While he handled criminal defense matters for many years, he has shifted his practice focus to administrative law where he assists professionals (nurses, doctors, lawyers, etc) when they are being disciplined by their respective licensing board. This is usually as a result of contacts with the criminal justice system or drug/alcohol problems. Despite the shift in practice, the outcomes are the same. I have seen him successfully fight the most serious criminal charges and I now refer professional clients to him when their criminal case overlaps with their professional license. He has become extremely skilled in a very sensitive area where clients' livelihoods are on the line. This is no easy task but Richard's combination of legal smarts, common sense, and empathy for his client's plight make him a perfect fit. I strongly endorse Mr. Hark."
"I endorse this lawyer. Knowledgeable on board defense matters for licensed health care professionals."
"I recently referred a complicated criminal defense matter to Mr. Hark. He handled the case with a high degree of professionalism and was able to secure an excellent result."
"I endorse this lawyer. I have worked with Rich on many cases over the past 20 years. He is a straight-shooter and is honest with his clients. I trust him enough that I have referred dozens of my clients to him for assistance with various types of matters including criminal defense."
