My name is Scott Klippel.  I represent passengers who were found with firearms at TSA passenger security checkpoints in the civil proceedings that TSA initiates against them.  These proceedings involve the issuance by TSA of a Notice of Violation which seeks to impose a civil monetary penalty.  I am not involved in any defense regarding criminal charges which might have been filed against the passenger. 

I started TSA NOV Defense shortly after I left the Transportation Security Administration in April, 2013. I was an attorney with TSA from its inception in 2002 and I was in charge of TSA’s Chief Counsel’s Office Notice of Violation Program from July, 2007 until I left TSA. During that time period, on behalf of TSA, I handled over 4,500 NOV cases through the Informal Conference process.

I graduated from the University of Texas School of Law in 1976. (Hook’em Horns). After law school, I spent 5 years with the Kings County (Brooklyn, NY) District Attorney’s Office; when I left, I was in the Homicide Bureau where I was responsible for trying only murder cases. I was fortunate to be able to return to Austin where I worked for the Texas Prosecutor Council and the Texas Attorney General’s Office. In 1985, I opened my private law office in Austin for the practice of criminal defense. In 2000, I moved to the Washington DC area and worked for the U.S. Department of Justice. Shortly after 9/11 and the creation of the Transportation Security Administration, I joined TSA’s Office of Chief Counsel.

Scott is REAL. I was extremely hesitant and had my doubts in doing business with an online attorney in my NOV issue. I, just like all of his previous clients, had issues with the TSA and needed it resolved. From the first call to the last, Scott was extremely clear and knowledgeable in the process and walked me through its enterity. He made good on every promise and was in touch with me either through phone call or email to reassure me the process was moving forward. Hiring Scott Klippel was the best decision I made!
I accidentally left a pistol in my travel bag. OMG! I finally received my letter and fine from TSA. After researching the internet I found Attorney Klippel's website. To be honest I thought he was too good to be true. I did check the Texas Bar database, I read the reviews on this site (Avvo) and I researched him as much as I could. I felt comfortable enough to hire him. He did exactly what he said! He is very thorough, all business and obviously he is extremely knowledgeable with TSA issues. Fast, experienced, and professional - well worth the money!
Scott Kippel was incredibly effective in helping to significantly reduce my TSA NOV civil penalty, which was originally nearly $4k. After consulting with Scott, which was incredibly easy to setup, it was clear he was well versed in this area so I opted to retain him. In a matter of days, Scott was able to reduce my penalty to $1.2k and maintained clear and detailed communication throughout the process. While I would hope no one finds themselves in the situation I found myself in, I cannot recommend Mr. Kippel enough to help in quickly resolving these matters.

Clear and Straightforward
Mr. Klippel represented me in my TSA firearm civil violation. He promptly responded to my inquiry, gave me a very clear description of how the case would likely evolve, and assured that it would be resolved quickly (in a few days!) with strong assurances. He has a tremendous amount of experience handling these types of cases (has represented clients in over 7,000 of them). I ended up paying far less than I would have if I had simply paid the fine, and I did not have to deal directly with the TSA bureaucracy. I would strongly recommend him to represent anyone facing a TSA firearm violation.

Scott took care of a TSA NOV for me. He outlined everything he said he'd do with the provision that he would return his fee if he couldn't deliver for me. But, he did and even with his reasonable fee I saved a lot of money on the fine. He will also answer legal questions related to my case or similar issues moving forward all inclusive of the fee paid.

Excellent work with TSA gun problem
Scott handled a TSA gun NOV for me. He obtained a resolution for me, with a significant reduction in penalty, in a couple of days. He also gave me good advice on how to avoid future problems. He was VERY organized and efficient and his fee was very reasonable.

TSA NOV Civil Penalty
After I accidently forgot to take my Pistol out of my Computer bag , I received a NOV from the TSA . The civil penalty amount was $4,950.00 crazy high , with an offer to settle for $2,475.00 . I researched my legal options and I found Mr. Klippel , and read tons of these reviews on AVVO . I emailed him over the weekend and he reached out to me by phone on Monday at 9.00 a.m. . he explained and clarified everything I had researched . He also explained and to told me how to handle it on my own . He then told me exactly what he could get the fine reduced to which was $1,247.00 . I hired him at a very reasonable fee of $400.0 and paid him around Lunch on that same Monday . Around 10.00 a.m. Tuesday the very next day , I received a negotiated settlement of $1,247.00 just as he had told me . I went on line and paid the penalty just after lunch on that same Tuesday and the case was settled . The whole process was only about 28 hours from the first time Mr. Klippel and I spoke on the phone . Even with his fee He saved me $828.00. I highly recommend NOV Defense and Mr. Klippel if you find yourself in this situation . You will not find a more Knowledgeable Lawyer or firm on these matters .

Very Professional
If you have a TSA NOV, Scott is the attorney you want to represent you. He was able to answer all my questions and resolved my case quickly and for less than half of the original fine amount. The same day as my consultation he had the case was resolved.
