For the professional, I counsel Pennsylvania doctors, pharmacists, nurses, and all other licensees facing disciplinary actions before Pennsylvania's twenty six different state regulatory boards. My clients live both in and outside Pennsylvania and face disciplinary actions against their Pennsylvania professional license. My website and blogs discuss my professional license defense strategies. From criminal convictions that affect a license to work place employment investigations and client based complaints to the licensing boards, I handle all types of disciplinary actions. In this age of hightened scrutiny of all professionals regarding their personal or professional conduct, Pennsylvania's licensing Boards take any complaint or behavioral misteps seriously. Please visit my web site and blogs at .
I also represent individuals in a wide variety of criminal prosecutions. My experience includes defending clients in state and federal grand jury proceedings, perjury and obstruction charges, health care and tax fraud claims, robbery and drug related crimes, gun violence cases, and computer and internet crimes. I counsel clients in connection with grand jury investigations and prosecutions by the U.S. Department of Justice and various U.S. Attorney’s offices across the country, and the Pennsylvania and New Jersey offices of the Attorney General.

Protect your hard work
Richard Hark responded to me right away regarding my situation. He is a no -nonsense attorney. He advised me straight up- told me the process and answered all my questions. My personal case took longer than most, but the outcome was EVERYTHING. when you work so hard to accomplish your goals, and over...
Daye and her family are great, hard working people. In our mobile lives, living around the country and then choosing to settle down and start a career creates record keeping challenges. DUI histories are typical. Helping Daye present her DUI to the Board evaluator in her application case so that she is not shuttled into the PHMP or PNAP and gets an unrestricted license was my pleasure. Congrats!!!.

NBME irregular behavior charge
When I received a letter from the NBME for irregular behavior. I was in disarray. As a medical student I didn't have a lot of money and I was almost giving up. There are only a few attorneys in the country that have represented medical students before the USMLE committee. The ones I called were char...

Truly deserving of all 5 stars!
Richard Hark and his team were the turning point with getting me and my family justice. After nearly a decade of commitment to quality practice, an alleged documentation discrepancy quickly jeopardized not only my job but also my license. I spent months trying to make things right while everything wa...

Highly recommended
I highly recommend Richard Hark as an attorney. He is the attorney to go to handle medical licensing issues. He was a superior advocate for me. No matter how busy he was he always made me a priority. He would answer every call and answered every question patiently. He would always give me excell...
I know this client very well. We had a very hard case on two fronts. The criminal prosecution resolved to our benefit and that directly resulted in the medical board licensing case having many less complications. However, the client had significant medical issues that transformed the impairment investigation into a complex mental health and medical condition case. Everything worked out in the end with no disciplinary action, no jail, and no impairment PHP contract. Call to discuss your complicated case. I handle the hardest one.

Thumbs up
Rich got back to be almost immediately after I submitted my inquiry on his site.....and that pretty much set the tone for our relationship. Very communicative, very direct and honest and ultimately, he delivered on what I hired him for -- getting me a test authorization from the state so I could tak...
Stas received a very standard response by the Nursing Board to his two DUI's he received prior to entering nursing school. The PHMP wanted him to enroll in the VRP and be evaluated by one of their "experts" to see he he was impaired or not. This would result in him be permitted to take his NCLEX on time or receiving a conditional denial of his nursing license application and fighting it. I have a different way of resolving this situation. It worked out perfected for Stas and the Nursing Board. He got permission to take the exam and he provide his fitness as an unimpaired nurse before an actual Board expert.....Call me with your application case issue.
"I have known Richard Hark for years and he is an outstanding attorney. While he handled criminal defense matters for many years, he has shifted his practice focus to administrative law where he assists professionals (nurses, doctors, lawyers, etc) when they are being disciplined by their respective licensing board. This is usually as a result of contacts with the criminal justice system or drug/alcohol problems. Despite the shift in practice, the outcomes are the same. I have seen him successfully fight the most serious criminal charges and I now refer professional clients to him when their criminal case overlaps with their professional license. He has become extremely skilled in a very sensitive area where clients' livelihoods are on the line. This is no easy task but Richard's combination of legal smarts, common sense, and empathy for his client's plight make him a perfect fit. I strongly endorse Mr. Hark."
"I endorse this lawyer. Knowledgeable on board defense matters for licensed health care professionals."
"I recently referred a complicated criminal defense matter to Mr. Hark. He handled the case with a high degree of professionalism and was able to secure an excellent result."
"I endorse this lawyer. I have worked with Rich on many cases over the past 20 years. He is a straight-shooter and is honest with his clients. I trust him enough that I have referred dozens of my clients to him for assistance with various types of matters including criminal defense."
