Administrative Law

I am writing this reference for anyone looking for fighter, trial attorney, and receptive and responsive attorney. Richard Q. Hark accomplished on my case what everyone said he could not. Against the City of Philadelphia, the Civil Service Commission, and the Judges of the Philadelphia Common Pleas... Court, his long term trial and appellate experience told him his legal theory of the case was correct even though they all said no. He persisted, maintained my spirits and fought harder for me than any person ever did. He never gave up, wrote the best legal briefs, and consistently argued on my behalf. We won! On appeal to the Commonwealth Court of Pennsylvania we won. The City of Philadelphia lost. The City kept fighting against me and Richard kept fighting. We won again. I received all lost wages to which I was entitled, received back payment of pension contributions, and I got my position of seniority back. I never though I would win. Richard always believed in me, my case, and his legal theory. He returned my calls, emailed me all court documents, and kept me up to date on everything. I am so lucky I found him. Thank You,

My lawyer is the boss!

Mr. Hawk saved the day. As a medical professional I never knew my personal mistakes could affect my professional career. I have spent my life working towards a nursing degree. My DUI was on my own personal time and held no merit on my ability to care for people. I was so upset when disciplinary a...ction was pursued against me with the nursing board. I cried for days. All I ever wanted to do was take care of others. I reached out to Richard and he knew all the people involved in my case by name. He was so knowledgeable. He talked me through tears to figure out my situation and how could assist me. He comforted me when I dreaded the worst case scenario. He gave me exact instructions on what steps I should take to protect my professional license. He worked with me financially and provided me with an affordable payment plan. He responded to my questions via text, email or phone within a timely fashion. Together we won my case without further action against my license. I have provided other medical professionals in similar situations with his contact information. He is experienced, professional, understanding and affordable. He has relieved a huge headache in my life. I had many people offer me their friends, family, etc as legal counsel. My reply....when my career is on the line...I don't want just anyone, I want the best! So happy and relieved that my case was so easily dismissed! Thank you Richard for all your hard work and patience on my behalf.

The Best defense

Thanks to Richard Hark I won my case and kept my RN licensure with the state of PA. I'm not sure how things would have turned out without the expert defense and preparation of Mr. Hark. Don't think twice when dealing with your life.

Misdemeanor traffic violations and potential loss of license reduced to traffic tickets and points

I was fortunate to have a friend recommend Richard Hark to represent me in a hearing in Magisterial District Court. I was involved in a traffic accident that carried with it the possibility of a driver's license suspension and misdemeanor charges going to county court. Richard expertly navigated th...e entire legal process from our first meeting through ultimately securing a successful result in my hearing. Richard's preparation, professionalism and legal expertise are second to none. His ability to work with the courts and their representatives prior to and during the hearing were critical to an outcome that satisfied all parties. I would highly recommend Richard's services to anyone who is seeking the most trustworthy, confident and knowledgeable legal representation one could find in the Philadelphia area. In a crowded profession, Richard Hark stands out as one of the best.

Highly Rated, and Rightly So.

Although most people in professional nursing are highly educated, we can be very legally naive. Sadly, when I was wrongfully caught up in a professional issue that threatened the integrity of my license and could have marred my reputation forever, I was one of the naive ones. Intimidated by the stro...ng-armed tactics employed by the program endorsed by the PA Board of Nursing to "assist" nurses, I was poised to submit to peer probation and substance-abuse treatment even though I do not have a drug or alcohol problem. It seemed as though once accused, whether substantiated or not, the hapless nurse was compelled to be labeled as an "alcoholic" and "treated," or have his license impugned (or revoked) as a consequence. It was my good fortune that I stumbled on Richard Hark's blog in my search for direction. I had already submitted to one evaluation which found no criteria for diagnosis...but I was being told to submit to another! It was obvious I was going to be tested until I was found diagnostic for something! Since I first received notification of the complaint to the Board of Nursing that began my nightmare, I’d searched the internet for any insight into what action a person in my situation should take. Mr. Hark's blog was the first light I'd found shed on my situation. The next day...I called him. Mr. Hark knew exactly how to respond to my situation. He was confident, knowledgeable, and supportive. Although I'd been naive, Mr. Hark stood up for the rights I didn't even know I had. Every time I got a letter or notice from the State, Mr. Hark called to explain it to me. Any time I called, Mr. Hark called back the same day (even if it was after business hours). On the day of my physical/psychological evaluation, Mr. Hark called to buoy me up and tell me what to expect, even though he himself was on a long drive on other business. I'd have thought my case was rather clear...but it took nearly a year to resolve. Mr. Hark was there every step of the way. When my case was finally officially dropped with no ill-effects to my license and no disciplinary action, I could tell from his email that Mr. Hark felt as victorious as I did. I would not have to undergo unneeded drug/alcohol treatment or 6 long years of restricted practice. My reputation is intact. Do I recommend Richard Hark? You bet I do!

"I have known Richard Hark for years and he is an outstanding attorney. While he handled criminal defense matters for many years, he has shifted his practice focus to administrative law where he assists professionals (nurses, doctors, lawyers, etc) when they are being disciplined by their respective licensing board. This is usually as a result of contacts with the criminal justice system or drug/alcohol problems. Despite the shift in practice, the outcomes are the same. I have seen him successfully fight the most serious criminal charges and I now refer professional clients to him when their criminal case overlaps with their professional license. He has become extremely skilled in a very sensitive area where clients' livelihoods are on the line. This is no easy task but Richard's combination of legal smarts, common sense, and empathy for his client's plight make him a perfect fit. I strongly endorse Mr. Hark."
