For the professional, I counsel Pennsylvania doctors, pharmacists, nurses, and all other licensees facing disciplinary actions before Pennsylvania's twenty six different state regulatory boards. My clients live both in and outside Pennsylvania and face disciplinary actions against their Pennsylvania professional license. My website and blogs discuss my professional license defense strategies. From criminal convictions that affect a license to work place employment investigations and client based complaints to the licensing boards, I handle all types of disciplinary actions. In this age of hightened scrutiny of all professionals regarding their personal or professional conduct, Pennsylvania's licensing Boards take any complaint or behavioral misteps seriously. Please visit my web site and blogs at .
I also represent individuals in a wide variety of criminal prosecutions. My experience includes defending clients in state and federal grand jury proceedings, perjury and obstruction charges, health care and tax fraud claims, robbery and drug related crimes, gun violence cases, and computer and internet crimes. I counsel clients in connection with grand jury investigations and prosecutions by the U.S. Department of Justice and various U.S. Attorney’s offices across the country, and the Pennsylvania and New Jersey offices of the Attorney General.

Very helpful
Richard helped me handle my NCLEX application. When I was younger, I had gotten into some trouble and needed to report the situation to the board of nursing before being granted permission to sit for the NCLEX. Richard helped me navigate the situation and my case was successful. I highly recommend hi...
I help aspiring doctors, pharmacists, nurses, CRNP's, physician assistants, and/or psychologists, get their licensing and avoid the NJ -- RAMP and PA -- PHMP impairment monitoring programs. The Pennsylvania and New Jersey health care boards review back at least ten years for prior criminal and alcohol use issues . It does not matter how old is that old DUI. If you want a license from NJ or Pennsylvania nurse, osteopathic, medical, or counseling the Boards are seeking impairment evaluations. Call me to help secure and protect your license.

The Best
Mr. Hark saved my medical license and my sanity. I was convicted of a first time DUI last year. With utmost patience, empathy and compassion, Mr. Hark supported me through a terrible ordeal. He explained all the “legalese”, worked cooperatively with my DUI lawyer (who did not grasp the ramifications ...

Lawyer
Mr.Hark, I hired him for a gun charge and he helped so much. He literally helped my wife also and he was just hired on my case. He fought for both of us like we were his only clients. My wife almost could not become a nurse because of a stupid charge. He had to help her lawyer which ended up assistin...
Robert, Thanks for the great review. Hark and Hark always helps the entire family. When both spouses are back to work, or getting their degrees and licenses, everyone wins. Every result in any case that forwards this goal is awesome.

When the threat to my professional license was evident I was sick to my core. Knowing I had an experienced, well reviewed attorney who is obviously also passionate about defending medical professionals meant the world to me. Every time I worried I also knew I had an ACE who would defend my livelihood...
This nurse had a major issue. I was so glad we were able to work together. One wrong answer, step, document, her case could have gone the wrong direction. We worked very well together. Even though she lives in Beaver, Pa, I was able to zoom meet with her, talk to her over the telephone, and emails worked great. I represent many health care professionals all over the state and the country with their legal issues. Thanks for letting me help you in western Pennsylvania.

Chris
I was a recent nursing grad with 2 DUIs and a possession of marijuana charge hanging over my head from 7 years ago. I understood when the time came for me to register for NCLEX, the PA Board of Nursing would force me to be evaluated for the PNAP program. Every other attorney that I spoke with told me...
I help medical, pharmacy, dental, and nursing students with adolescent legal mistakes apply for and secure their hard earned licenses. Pennsylvania licensing boards typical refer applications with "legal issues" to PNAP, the PHP, PHMP, or SARPH, for review and evaluation to "supplement" the record. DO NOT DO THIS. Whether you live in Erie (medical school is LECOM), Philadelphia, Lackawanna, Harrisburg, Lancaster, Altoona, or beyond if you get a conditional denial of your license application with a PHMP evaluation referral call me to discuss. Chris did and read her review.
"I have known Richard Hark for years and he is an outstanding attorney. While he handled criminal defense matters for many years, he has shifted his practice focus to administrative law where he assists professionals (nurses, doctors, lawyers, etc) when they are being disciplined by their respective licensing board. This is usually as a result of contacts with the criminal justice system or drug/alcohol problems. Despite the shift in practice, the outcomes are the same. I have seen him successfully fight the most serious criminal charges and I now refer professional clients to him when their criminal case overlaps with their professional license. He has become extremely skilled in a very sensitive area where clients' livelihoods are on the line. This is no easy task but Richard's combination of legal smarts, common sense, and empathy for his client's plight make him a perfect fit. I strongly endorse Mr. Hark."
"I endorse this lawyer. Knowledgeable on board defense matters for licensed health care professionals."
"I recently referred a complicated criminal defense matter to Mr. Hark. He handled the case with a high degree of professionalism and was able to secure an excellent result."
"I endorse this lawyer. I have worked with Rich on many cases over the past 20 years. He is a straight-shooter and is honest with his clients. I trust him enough that I have referred dozens of my clients to him for assistance with various types of matters including criminal defense."
