For the professional, I counsel Pennsylvania doctors, pharmacists, nurses, and all other licensees facing disciplinary actions before Pennsylvania's twenty six different state regulatory boards. My clients live both in and outside Pennsylvania and face disciplinary actions against their Pennsylvania professional license. My website and blogs discuss my professional license defense strategies. From criminal convictions that affect a license to work place employment investigations and client based complaints to the licensing boards, I handle all types of disciplinary actions. In this age of hightened scrutiny of all professionals regarding their personal or professional conduct, Pennsylvania's licensing Boards take any complaint or behavioral misteps seriously. Please visit my web site and blogs at .
I also represent individuals in a wide variety of criminal prosecutions. My experience includes defending clients in state and federal grand jury proceedings, perjury and obstruction charges, health care and tax fraud claims, robbery and drug related crimes, gun violence cases, and computer and internet crimes. I counsel clients in connection with grand jury investigations and prosecutions by the U.S. Department of Justice and various U.S. Attorney’s offices across the country, and the Pennsylvania and New Jersey offices of the Attorney General.

Highly recommended
I highly recommend Richard Hark as an attorney. He is the attorney to go to handle medical licensing issues. He was a superior advocate for me. No matter how busy he was he always made me a priority. He would answer every call and answered every question patiently. He would always give me excell...
I know this client very well. We had a very hard case on two fronts. The criminal prosecution resolved to our benefit and that directly resulted in the medical board licensing case having many less complications. However, the client had significant medical issues that transformed the impairment investigation into a complex mental health and medical condition case. Everything worked out in the end with no disciplinary action, no jail, and no impairment PHP contract. Call to discuss your complicated case. I handle the hardest one.

I was pulled over for DUI and qualified for the ARD program. The lawyer I used did not tell me anything about reporting my DUI. He told me to just not worry about it I researched a voluntary recovery program. This is an extensive self reporting program involving weekly drug tests, not being allowed ...

Pharmacist - Richard Saved My License
I am a pharmacist that got a DUI in Florida in 2008. I successfully completed 2 of 5 years monitoring in Florida before I reciprocated my license to PA in 2014. When I signed on with SARPH/PHMP in 2014 to complete my monitoring in PA not only did they not give me credit for my 2 years monitoring in ...
Michael helped me hit his case out of the park. Kevin Knipe and the PHMP's oppressive, over bearing treatment of licensees is on full display in this case. The PHMP and Knipe lost. The Commonwealth Court saw Knipe's behavior for what it was -- illegal, oppressive, and a violation of the Pharmacy Board Act. Michael worked really hard to stay compliant in the PHMP program. The PHMP rewarded him with more expenses, more stringent requirements, and no loyalty or care for his well being. The Commonwealth Court call this a capricious disregard for the fact and evidence in the case. Let me fight your licensing board for you.

A Great Attorney
I am a mental health nurse and work more hours than I should. A year and a half ago, I made a huge stupid mistake and got a DUI. In a panicked state I called the nursing board to make them aware. I was immediately sent a letter regarding the VAP program. The letter stated, they wanted me to go into t...

Review
I am an RN of 34 years, and have a meticulous record. I unfortunately made a very stupid mistake and got a DUI ( which had nothing to do with my job). The repurcussions of that one mistake, had I done what the nursing board wanted me to do( which is go into their voluntary assistance program), would ...
Every professional I represent, either in Chester County, Lancaster, Bucks, Berks, Erie, Dauphin, or Philadelphia, all experience the same stress and anxiety about losing their license. Reputation and "credibility" -- I am not the person they think I am and I do not deserve the Board of the VRP to treat me this way -- are hard earned and easily tarnished through the PHMP and VRP. I fight for every client the same way - with patience, caring, and ferocity against the Boards and PHMP administrators who what to take and tarnish
"I have known Richard Hark for years and he is an outstanding attorney. While he handled criminal defense matters for many years, he has shifted his practice focus to administrative law where he assists professionals (nurses, doctors, lawyers, etc) when they are being disciplined by their respective licensing board. This is usually as a result of contacts with the criminal justice system or drug/alcohol problems. Despite the shift in practice, the outcomes are the same. I have seen him successfully fight the most serious criminal charges and I now refer professional clients to him when their criminal case overlaps with their professional license. He has become extremely skilled in a very sensitive area where clients' livelihoods are on the line. This is no easy task but Richard's combination of legal smarts, common sense, and empathy for his client's plight make him a perfect fit. I strongly endorse Mr. Hark."
"I endorse this lawyer. Knowledgeable on board defense matters for licensed health care professionals."
"I recently referred a complicated criminal defense matter to Mr. Hark. He handled the case with a high degree of professionalism and was able to secure an excellent result."
"I endorse this lawyer. I have worked with Rich on many cases over the past 20 years. He is a straight-shooter and is honest with his clients. I trust him enough that I have referred dozens of my clients to him for assistance with various types of matters including criminal defense."
