For the professional, I counsel Pennsylvania doctors, pharmacists, nurses, and all other licensees facing disciplinary actions before Pennsylvania's twenty six different state regulatory boards. My clients live both in and outside Pennsylvania and face disciplinary actions against their Pennsylvania professional license. My website and blogs discuss my professional license defense strategies. From criminal convictions that affect a license to work place employment investigations and client based complaints to the licensing boards, I handle all types of disciplinary actions. In this age of hightened scrutiny of all professionals regarding their personal or professional conduct, Pennsylvania's licensing Boards take any complaint or behavioral misteps seriously. Please visit my web site and blogs at .
I also represent individuals in a wide variety of criminal prosecutions. My experience includes defending clients in state and federal grand jury proceedings, perjury and obstruction charges, health care and tax fraud claims, robbery and drug related crimes, gun violence cases, and computer and internet crimes. I counsel clients in connection with grand jury investigations and prosecutions by the U.S. Department of Justice and various U.S. Attorney’s offices across the country, and the Pennsylvania and New Jersey offices of the Attorney General.

First and foremost if you ever receive anything in the mail regarding your license please call a professional! I received a bogus DUI while not under the influence just because my car had a smell which put my nursing license was in jeopardy. I was less than a year shy of graduating and becoming a reg...
Thanks CJ for the great review. More importantly, thanks for searching the internet, finding my webpages, and calling me to ask questions. PHMP and PNAP sends misleading and scary letters to licensees. Every new client tells me they thought the PHMP was the Board and they had to comply with this initial evaluation. THIS IS WRONG. As my website says, DO NOT SIGN ANY DOCUMENT UNTIL YOU TALK TO AN ATTORNEY. DO NOT RELEASE YOUR MEDICAL RECORDS. My clients in Erie, Pittsburgh, Scranton, and Lancaster have read my website, call me, and we stop the abusive PNAP process. Call me to talk about your case.

Rich saved my life and my sanity to say the least. With the utmost patience, compassion and pertinent experience, he has been continuously supporting me through a total nightmare. At the beginning of my nursing career, I fell for the PNAP tricks in the past, while not even working or facing a legal o...

I was a recent nursing grad with 2 DUIs and a possession of marijuana charge hanging over my head from 7 years ago. I understood when the time came for me to register for NCLEX, the PA Board of Nursing would force me to be evaluated for the PNAP program. Every other attorney that I spoke with told me...
I help medical, pharmacy, dental, and nursing students with adolescent legal mistakes apply for and secure their hard earned licenses. Pennsylvania licensing boards typical refer applications with "legal issues" to PNAP, the PHP, PHMP, or SARPH, for review and evaluation to "supplement" the record. DO NOT DO THIS. Whether you live in Erie (medical school is LECOM), Philadelphia, Lackawanna, Harrisburg, Lancaster, Altoona, or beyond if you get a conditional denial of your license application with a PHMP evaluation referral call me to discuss. Chris did and read her review.

Simply The BEST
I hired Richard in March 2021, after being walked out of my place of employment due to suspension of my RN License. I was charged with first time DUI in 2019. I received ARD and DUI has been subsequently expunged. The PA Board of Nursing suspended my license for failure to appear at a Mental Healt...
Denice's case reflects the problem of Covid, the 2020 mail sabotage (for voting but it effected the entire country for everything), and the trigger happy Board of Nursing acting to protect the pubic from any and every threat from this planet and others. My professional relationships with the health care board prosecutors -- Nursing, Medical, Pharmacy, and all others -- is based upon sound legal work, sound legal experience, and a basic legal professionalism. I live by my word. I honor every a verbal agreement between a prosecutor, whether it be criminal or licensing board, and myself. If I agree that my client will do something in a case -- they do it! If I am requesting a professional courtesy for a client, I extend the same courtesy to that prosecutor. Rescheduling evaluations, continuing court dates, explaining why evaluations are missed, or agreeing to a 2nd evaluation is part of the professionalism and respect I both give and receive by the Pennsylvania and New Jersey health care prosecutors and specific prosecutor in Denice's case. I have a great saying, "I took me 20 years to know how to fix your problem in 10 days." Again, my criminal trial experience and licensing board experience works to the benefit of every client, from every state confronted with a Pennsylvania or New Jersey health care board prosecution! Call me to discuss your case. Denice did and you can tell she is happy!

Physical Therapy License
I contacted Richard after learning that my professional physical therapy license may be in jeopardy, and I am certainly glad I did! Richard is prompt in his responses, clear in his communication of the plan, and was very encouraging for a positive outcome on the case during a very stressful time. H...
I represent many Pennsylvania licensees now living in Florida, California, Arizona, New York, New Jersey, Washington State, New Mexico, and Colorado. These clients have an inactive Pennsylvania license to practice nursing, medicine, physical therapy, pharmacy, or any other health care practice. They either went to school in PA, getting their initial training or post-graduate license here, but are now living and working elsewhere. Criminal or impairment investigations in other states will affect even an inactive Pennsylvania health care license. We live in an opioid, medical or legal marijuana, post- pandemic alcohol drunken environment. Pennsylvania is noticing any licensee with legal issues to respond to their orders, petitions, and discipline. Call me to let me help you sort out the long-term issues that can and will affect your nursing, pharmacy, medical license. Adam did and look what happened to him--NOTHING.
"I have known Richard Hark for years and he is an outstanding attorney. While he handled criminal defense matters for many years, he has shifted his practice focus to administrative law where he assists professionals (nurses, doctors, lawyers, etc) when they are being disciplined by their respective licensing board. This is usually as a result of contacts with the criminal justice system or drug/alcohol problems. Despite the shift in practice, the outcomes are the same. I have seen him successfully fight the most serious criminal charges and I now refer professional clients to him when their criminal case overlaps with their professional license. He has become extremely skilled in a very sensitive area where clients' livelihoods are on the line. This is no easy task but Richard's combination of legal smarts, common sense, and empathy for his client's plight make him a perfect fit. I strongly endorse Mr. Hark."
"I endorse this lawyer. Knowledgeable on board defense matters for licensed health care professionals."
"I recently referred a complicated criminal defense matter to Mr. Hark. He handled the case with a high degree of professionalism and was able to secure an excellent result."
"I endorse this lawyer. I have worked with Rich on many cases over the past 20 years. He is a straight-shooter and is honest with his clients. I trust him enough that I have referred dozens of my clients to him for assistance with various types of matters including criminal defense."
