For the professional, I counsel Pennsylvania doctors, pharmacists, nurses, and all other licensees facing disciplinary actions before Pennsylvania's twenty six different state regulatory boards. My clients live both in and outside Pennsylvania and face disciplinary actions against their Pennsylvania professional license. My website and blogs discuss my professional license defense strategies. From criminal convictions that affect a license to work place employment investigations and client based complaints to the licensing boards, I handle all types of disciplinary actions. In this age of hightened scrutiny of all professionals regarding their personal or professional conduct, Pennsylvania's licensing Boards take any complaint or behavioral misteps seriously. Please visit my web site and blogs at .
I also represent individuals in a wide variety of criminal prosecutions. My experience includes defending clients in state and federal grand jury proceedings, perjury and obstruction charges, health care and tax fraud claims, robbery and drug related crimes, gun violence cases, and computer and internet crimes. I counsel clients in connection with grand jury investigations and prosecutions by the U.S. Department of Justice and various U.S. Attorney’s offices across the country, and the Pennsylvania and New Jersey offices of the Attorney General.

Outstanding!!!
Contacting Richard was instrumental for my case. In a time of panic and uncertainty Richard was quick to help and knew exactly what to expect and when to expect it. He listens to every concern and knows how to deal with it. Don’t panic!!! Call Richard!!! He knows what to do. Best decision I ever made...
Every client that has hired me slowly provides me with the facts of their specific case. The facts individually and then together always spell out complex legal issues that I hope can be managed and addressed. This anonymous review is a from a client experiencing complex personal and professional issues. Only through trust, confidence building, and patience did each of us manage and successfully resolve this case. Every one of my client's stories are very similar -- whether the client works or lives in Harrisburg, Scranton, Erie, Pittsburgh, or in or around Philadelphia. The only complexity that makes a specific case harder is a PHMP consent agreement and violations of that consent agreement. Once a health care professional admits they suffer from an addiction and can not practice safely unless enrolled in the PHMP -- VRP, PNAP, SARPH, PHP -- a violation of that agreement presents huge challenges for the client. Call me before making such an admission.

Deserves a 6th star!
First thing I have say is he is extraordinary! He knows exactly what he is doing and gives you the outcome you expect, but better. Some advice to anyone that is going through a battle for their license is DO NOT sign any forms for PNAP/PHMP. They are SCAMMERS and will take you for every dollar you ha...
Channelle's case was simple and not unique. As a nursing student with a pre-NURSING school criminal legal matter, upon her APPLICATION to take her NCLEX, the Pa Nursing Board sent her a conditional denial of her nursing application. The condition was she contact PNAP PHMP for a pre-llicensure evaluation. Here is where things are different -- but the same. Channelle paid for the evaluation, signed all of the PNAP forms, and did what she was told... she was honest, forthright, and candid with the evaluator. WHO FOUND THAT CHANNELLE WAS SAFE TO PRACTICE WITHOUT RESTRICTION. (The evaluator verbally told Chanelle.) PNAP did not tell Chanelle this, ignored the report, and said she needed to enroll in PNAP to get her license. Chanelle did some research, found me, and I got the written report from the PNAP evaluator. PNAP lied to Channelle, was dishonest in trying to force her into the program as a condition of licensure, and I went straight to the Board. Upon review of the report, Channelle was given authority to sit for her NCLEX without restriction. DO NOT TRUST PNAP, CANDICE QUEER, DINA HUTH, KEVIN KNIPE. CALL ME FIRST.

Simply The BEST
I hired Richard in March 2021, after being walked out of my place of employment due to suspension of my RN License. I was charged with first time DUI in 2019. I received ARD and DUI has been subsequently expunged. The PA Board of Nursing suspended my license for failure to appear at a Mental Healt...
Denice's case reflects the problem of Covid, the 2020 mail sabotage (for voting but it effected the entire country for everything), and the trigger happy Board of Nursing acting to protect the pubic from any and every threat from this planet and others. My professional relationships with the health care board prosecutors -- Nursing, Medical, Pharmacy, and all others -- is based upon sound legal work, sound legal experience, and a basic legal professionalism. I live by my word. I honor every a verbal agreement between a prosecutor, whether it be criminal or licensing board, and myself. If I agree that my client will do something in a case -- they do it! If I am requesting a professional courtesy for a client, I extend the same courtesy to that prosecutor. Rescheduling evaluations, continuing court dates, explaining why evaluations are missed, or agreeing to a 2nd evaluation is part of the professionalism and respect I both give and receive by the Pennsylvania and New Jersey health care prosecutors and specific prosecutor in Denice's case. I have a great saying, "I took me 20 years to know how to fix your problem in 10 days." Again, my criminal trial experience and licensing board experience works to the benefit of every client, from every state confronted with a Pennsylvania or New Jersey health care board prosecution! Call me to discuss your case. Denice did and you can tell she is happy!

Best decision I made
I reached out to Mr. Hark regarding the issue with my professional license. He took the time to hear me out completely. He gave me professional advice and a plan on what needed to be done to obtain my license. He was wonderful to work with, he was prompt in getting back to me with my questions and co...
This review is especially rewarding. This client had a very specific Pharmacy Board issue referred by another attorney. Board counsel sometimes work for two or three Boards. My experience with this Board counsel allowed me to help this client without a hearing, but with some very efficient and vigorous legal research and briefs directly to the Board without a hearing. The Pharmacy Board matters are much more complicated with a more conservative Board based upon its responsibilities. This client's location in north eastern Pennsylvania did not matter. Whether she was from Pittsburgh, Erie, Gettysburg, Philadelphia, the same legal issue could arise with the same legal result. She is using her out of state pharmacy license and received her Pennsylvania pharmacy license. Thanks for letting me help.
"I have known Richard Hark for years and he is an outstanding attorney. While he handled criminal defense matters for many years, he has shifted his practice focus to administrative law where he assists professionals (nurses, doctors, lawyers, etc) when they are being disciplined by their respective licensing board. This is usually as a result of contacts with the criminal justice system or drug/alcohol problems. Despite the shift in practice, the outcomes are the same. I have seen him successfully fight the most serious criminal charges and I now refer professional clients to him when their criminal case overlaps with their professional license. He has become extremely skilled in a very sensitive area where clients' livelihoods are on the line. This is no easy task but Richard's combination of legal smarts, common sense, and empathy for his client's plight make him a perfect fit. I strongly endorse Mr. Hark."
"I endorse this lawyer. Knowledgeable on board defense matters for licensed health care professionals."
"I recently referred a complicated criminal defense matter to Mr. Hark. He handled the case with a high degree of professionalism and was able to secure an excellent result."
"I endorse this lawyer. I have worked with Rich on many cases over the past 20 years. He is a straight-shooter and is honest with his clients. I trust him enough that I have referred dozens of my clients to him for assistance with various types of matters including criminal defense."
