For the professional, I counsel Pennsylvania doctors, pharmacists, nurses, and all other licensees facing disciplinary actions before Pennsylvania's twenty six different state regulatory boards. My clients live both in and outside Pennsylvania and face disciplinary actions against their Pennsylvania professional license. My website and blogs discuss my professional license defense strategies. From criminal convictions that affect a license to work place employment investigations and client based complaints to the licensing boards, I handle all types of disciplinary actions. In this age of hightened scrutiny of all professionals regarding their personal or professional conduct, Pennsylvania's licensing Boards take any complaint or behavioral misteps seriously. Please visit my web site and blogs at .
I also represent individuals in a wide variety of criminal prosecutions. My experience includes defending clients in state and federal grand jury proceedings, perjury and obstruction charges, health care and tax fraud claims, robbery and drug related crimes, gun violence cases, and computer and internet crimes. I counsel clients in connection with grand jury investigations and prosecutions by the U.S. Department of Justice and various U.S. Attorney’s offices across the country, and the Pennsylvania and New Jersey offices of the Attorney General.

The best!!!
Attorney Hark is outstanding. He’s easy to talk to, professional, and knowledgeable. I had an issue with my nurse license after being falsely accused of being under the influence of “something“. Attorney Hark proved them wrong. Thank you Richard. You will be highly recommended to anyone that needs a ...

So thankful for this attorney!
I am a RN who faced a complaint to the BON. I was terrified. I had a missing, wasted narcotic. I got the dreaded letter and packet from PNAP. I knew I didn’t divert a pill. I made the smartest move and called RIchard. He called me immediately and advised me what to do. I felt confident just talking t...
I represent nurses in Erie, Pittsburgh, all over western Pennsylvania as well as the eastern part of the state. I handle every client matter with the same caring, concern, and diligence. The PHMP/PNAP trap is getting trickier and the case workers more deceiving. The consequences of taking their bait and going into the PHMP for no good reason are worse than ever. The case workers file petitions to suspend and revoke nurse's licenses for any or no reason. Medical conditions causing missed drug tests are now a basis to suspend you license. Stay out of the program. Call me, as Kelly did, to help stay out of the PHMP and protect your license. Kelly, thanks for letting me help.

A Great Attorney
I am a mental health nurse and work more hours than I should. A year and a half ago, I made a huge stupid mistake and got a DUI. In a panicked state I called the nursing board to make them aware. I was immediately sent a letter regarding the VAP program. The letter stated, they wanted me to go into t...

Review
I am an RN of 34 years, and have a meticulous record. I unfortunately made a very stupid mistake and got a DUI ( which had nothing to do with my job). The repurcussions of that one mistake, had I done what the nursing board wanted me to do( which is go into their voluntary assistance program), would ...
Every professional I represent, either in Chester County, Lancaster, Bucks, Berks, Erie, Dauphin, or Philadelphia, all experience the same stress and anxiety about losing their license. Reputation and "credibility" -- I am not the person they think I am and I do not deserve the Board of the VRP to treat me this way -- are hard earned and easily tarnished through the PHMP and VRP. I fight for every client the same way - with patience, caring, and ferocity against the Boards and PHMP administrators who what to take and tarnish

Dui case
Richard helped me retain my nursing license. What I really like about him is that he really cares about me, he would call me on a regular basis to check on me to give updates on my case. He is easily accessible on the phone anytime even at off hours, if I call or text him he gets back to me immediate...
Carter, It is a pleasure helping client who know I handle their case as if it were my own license at stake. Thank you for the reference.
"I have known Richard Hark for years and he is an outstanding attorney. While he handled criminal defense matters for many years, he has shifted his practice focus to administrative law where he assists professionals (nurses, doctors, lawyers, etc) when they are being disciplined by their respective licensing board. This is usually as a result of contacts with the criminal justice system or drug/alcohol problems. Despite the shift in practice, the outcomes are the same. I have seen him successfully fight the most serious criminal charges and I now refer professional clients to him when their criminal case overlaps with their professional license. He has become extremely skilled in a very sensitive area where clients' livelihoods are on the line. This is no easy task but Richard's combination of legal smarts, common sense, and empathy for his client's plight make him a perfect fit. I strongly endorse Mr. Hark."
"I endorse this lawyer. Knowledgeable on board defense matters for licensed health care professionals."
"I recently referred a complicated criminal defense matter to Mr. Hark. He handled the case with a high degree of professionalism and was able to secure an excellent result."
"I endorse this lawyer. I have worked with Rich on many cases over the past 20 years. He is a straight-shooter and is honest with his clients. I trust him enough that I have referred dozens of my clients to him for assistance with various types of matters including criminal defense."
