Allen is the Managing Partner of Tully Rinckey PLLC’s Albany office, where he assists in the day-to-day operations of the firm, as well as provides input on the firm’s long-term strategic vision. Allen is also the Practice Chair of the New York State Labor and Employment Practice, as well as a Team Leader for the Federal Employment Practice.
Allen has extensive experience in federal, state and private employment law matters, including claims of discrimination, harassment, retaliation, qui tam and whistleblower actions, and disciplinary matters. He represents clients before federal and state courts, as well as before administrative tribunals and agencies to include the Equal Employment Opportunity Commission (EEOC), Merit Systems Protection Board (MSPB), U.S. Department of Labor (USDOL), Department of Veterans Affairs Disciplinary Appeals Board (DAB), New York State Department of Human Rights (DHR), New York State Department of Labor (NYSDOL), New York City Commission on Human Rights (NYCCHR), the Foreign Service Grievance Board (FSGB), and matters before the U.S. Office of Special Counsel (OSC). Allen also has comprehensive experience in civil litigation before state and federal courts, including Section 1983 actions consisting of constitutional deprivations, and actions involving landlord-tenant disputes, breach of contract and medical malpractice. He regularly appears before New York State Appellate Courts and the U.S. Court of Appeals for the Second and Federal Circuits. Allen also has assisted in drafting and filing briefs before the U.S. Supreme Court.
Prior to joining Tully Rinckey PLLC, Allen served as a Special Assistant Corporation Counsel for the New York City Law Department’s Appeals Division. There, he handled cases involving discrimination, retaliation, employment termination, personal injury, juvenile delinquency and wrongful death. He submitted briefs and argued several appeals before the U.S. Court of Appeals for the Second Circuit and the New York State Supreme Court, Appellate Divisions, First and Second Judicial Departments.
While attending CUNY School of Law, Allen served as a legal intern in the New York State Office of the Attorney General’s Litigation Bureau where he focused on professional discipline of medical providers. He also served as a judicial intern in the New York State Supreme Court, Appellate Division, Second Judicial Department, where he drafted a judicial opinion under the supervision of the Court that, on two occasions, received front-page coverage in the New York Law Journal. Allen was recognized as one of Super Lawyers ‘Rising Stars’ from 2016 to 2021.
When not at work, Allen spends time with his family and friends, in addition to playing guitar, reading, watching movies, and traveling.
