A native of Baltimore, MD Mr. Katz received his undergraduate degree from the American University (Washington, DC) -- BS Political Science/Justice (1994), law degree from the Chicago-Kent College of Law in 1997, and Masters of Taxation (LLM) from the University of Miami (Coral Gables, FL) in 1998. Mr. Katz academic record placed him on the Dean's List for second and third years of Law School, and he was awarded the CALI award for outstanding achievement in Advanced Tax Research at the Juris Doctorate Level, and in Corporate Tax at the LLM level.
As a tax and business attorney, Mr. Katz began his career with the accounting firm KPMG/Peat Marwick, LLP (now known as KPMG, LLP) at the firm's Mid-Atlantic Tax Practice, providing Corporate, M&A, and Asset Protection advice to star-studded Fortune 500 clientele, inclusive of MCI/Worldcom, Sodexho/Marriott, and Hechinger Co., local business such as First Maryland Bancorp (now M&T Bank), B.F Saul Co. (Chevy Chase Bank), Crestar Bank, N.A. (now SunTrust), Genesis HealthCare (now NeighborCare) and ACSI, Inc. (E.Spire Communications), and international clients such as Wartsila N.S.D. Since entering private law practice, Katz has continued to provide high-value representation in to corporate and individual clients alike, whether based nearby or from all corners of the globe.
This background has equipped Mr Katz to help a roster of national and international clients, both individual and corporate, grapple with a range of legal and business issues. He handles business formations, business sales, and business disputes, commercial real estate transactions, complex estate planning, elder care issues, and state and federal tax disputes.

While we were unable to continue our representation of “Desperate Black Family”, before the IRS relating to their tax audit spanning multiple years, I wanted to personally thank “Desperate Black Family” for taking the time to provide feedback about their experience as it provides a teachable moment for other taxpayers who are considering taking aggressive positions on their tax returns. Presently fewer than one percent (1%) of all individual tax returns are audited by the Internal Revenue Service and assigned to a live agent. According to the IRS, tax returns are selected for audit based on computer scoring. The IRS states in Publication 556 that it uses a computer program called the Discriminant Inventory Function System (DIF). The Discriminant Inventory Function System assigns a numeric score to each individual and some corporate tax returns after they have been processed. When a return is selected because of a high score under the DIF system, the potential is high that an examination of the return will result in a change to the income tax liability. Essentially, the two-fold purpose of the DIF is to identify and select tax returns for examination utilizing a pre-configured scoring formula. Each type of taxpayer and tax return is subject to a different DIF formula. There are particular items on a tax return that may cause concern, such as amounts of types of deductions claimed, or sources of income. Once a tax return is selected under the DIF program, it is then manually screened so attachments and related data can be evaluated, before it is assigned to an auditor. Again, fewer than one percent (1%) of all tax returns are assigned to IRS auditors. When systemic errors are found in a series of returns, greater emphasis and consideration is placed on the taxpayer filing those returns by the IRS. While “Desperate Black Family” describes the IRS auditor as “rogue” we do not agree with his assessment of either auditor assigned to his file. While he describes the CPA who worked on his file as doing his taxes “wrong again”, we also respectfully disagree with his assessment. Unfortunately, "Desperate Black Family" wasn't satisfied with the reality that the IRS selected their tax returns for audit, and did not accept them as filed. As experienced tax attorneys, we understand the frustration of dealing with large revenue agencies, and empathize with their feelings of helplessness and desperation. As you can see on other reviews, we take ownership of our outcomes, good and bad, and are known for taking ownership and caring deeply for our clients and customers. We appreciate honest feedback from our clients and believe that knowing where we are missing the mark helps us tackle our weaknesses as we strive to be better attorneys every single day. Therefore, we wish “Desperate Black Family” the best of luck in resolving any remaining federal and state tax issues which they may still face.
