Biography
I have been practicing criminal law for over 39 years. I have been a Prosecutor (Assistant District Attorney) in both New Jersey and New York. Specifically, I was a Municipal Court Prosecutor for three years in a large Bergen County town. I was a prosecutor (Assistant District Attorney) in Bronx County, New York for 6 years.
I have been a criminal defense attorney in New Jersey and New York since 1992 handeling criminal, traffic and DWI/DUI cases.
I have co-authored a Continuing Legal Education (CLE) book and taught on several occassions lectureing both in person and on line to attorneys in the field of criminal law.
For several years I was an Adjunct College Professor teaching several college level classes online for Strayer University.

GREAT LAWYER
My experience with Carl was not what I expected at all; it exceeded my expectations entirely! Carl was a reliable lawyer with great knowledge of DUI/DWI and drug law and helped me get a considerably favorable settlement. I would recommend him to anyone dealing with such a case in the future.

USELESS IN MY DUI CSAE!
I've hired Mr. Spector to handle my DUI case. It was a waste of money! do not let yourself to be pulled , he "cannot negotiate those kind of cases in NJ due to the stricter laws after 2019 "!!! His own words AFTER I've had to take a full guilty plea !

Replied last July 27, 2023Ruslan I am sorry that you feel this way and would have hoped that you would have spoken to me privately instead of on this public forum. If you wish to discuss this further with me please feel free to contact me. Ruslan and I did work together on his DUI case. We did discuss expectations of possible outcomes many times during my representation. In no way did I say or imply that I could negotiate away the DUI/Refusal charges but instead work through the police materials with Ruslan to try to negotiate with the prosecutor dismissing either the DUI or Refusal charge if Ruslan would plea to one or the other. From the first phone call with Ruslan to the in person meetings in my office together I communicated clearly that having an expectation of having a DUI and or Refusal charge in New Jersey dismissed is not a reasonable expectation but that we would do the work and request and review the evidence before making any decisions to plea or go to trial on all the charges. I requested, received and reviewed the evidence from the police department. The police body worn camera videos, the police car dash cam video of the encounter as well as all the police reports were reviewed with Ruslan together in my office in person. I also provided all the materials received from the police to Ruslan for his records. We met in person in my office and reviewed and discussed several times the videos and the police reports in support of the case. Ruslan and I did discuss the possibility of negotiating with the prosecutor to drop the Refusal to take a breath test ticket in lieu of a plea to the DWI or visa versa. However, while in court the prosecutor would not agree to that based upon the strength of the evidence the State had against Ruslan regarding the Refusal and the DUI. In the end Ruslan decided, with my consultation that I would negotiate with the prosecutor the minimum penalties on both the DUI and Refusal and to have the period of installation of the ignition interlock to run together instead of on top of each other for both the DUI and the Refusal as well as having the IDRC class time run together instead of risking a trial and being punished more harshly if we had a trial and was convicted of both the DUI and the refusal. Please note that the police body worn camera video of the encounter Ruslan had with the police was impossible to ignore and would be used as evidence against him if he would have gone to trial.
