About Joshua

Learn Joshua’s areas of practice.

Josh is one of the few attorneys in the nation with a family-focused mental healthcare practice, helping to guide families through the complex maze of legal issues that affect loved ones with serious mental illness and/or substance abuse issues. He provides counsel on civil commitment, guardianship, special needs estate planning, and consultation on navigating the mental health system.

He also represents hospitals, behavioral health providers, and clinicians, regularly providing counsel on capacity, HIPAA, civil commitment, interaction with law enforcement, end-of-life decision making, and advance directives. In addition, he represents mental health and healthcare professionals in disciplinary proceedings.

For four years after earning his undergraduate degree from the University of Arizona, Josh worked in Maricopa County's public mental health system. Before and during law school, Josh worked nights at Maricopa County's crisis line, the Crisis Response Network.

In his spare time, Josh enjoys traveling, hiking, and spending time with his wife and family.

Outstanding Attorney
Excellent attorney. Josh Mozell did a fantastic job handling the conservatorship case of my mom. Despite a very contentious opposing party, his strategy, legal expertise and guidance was spot on. Highly recommend! A+++

Very Knowledgeable and Honest Attorney
I worked with Josh as opposing counsel on a recent litigation case. He was incredibly knowledgeable of the laws and issues we were dealing with. He was always responsive, candid and friendly as well. It was enjoyable to be able to work so well with opposing counsel. while both still representing our clients' best interests. I look forward to working with him again!

Your Arizona Mental Health System Tour Guide -- An Invaluable Resource for Families Struggling to Help a Loved One With SMI
I am posting anonymously to protect the privacy of my loved ones, but wholeheartedly and publicly endorse Josh Mozell's work. I would be happy to speak about my experience with anyone who is considering hiring Josh. Josh has my permission to provide my email address to anyone who wants to discuss this endorsement--so just ask him if you want to talk about my experience. My family hired Josh when my spouse experienced a psychotic / manic series of episodes that culminated in my spouse's quasi-voluntary hospitalization in several behavior health facilities over a 8 week period. When the episodes first began, my spouse was extremely resistant to treatment or intervention, and could not recognize the mental health issues in play. As a result, it was difficult, perhaps impossible (for us) to secure involuntary hospitalization and treatment. Even once my spouse tentatively consented to undergo in-patient mental health treatment, we could not locate a bed in any in-patient behavioral health facility--despite having excellent insurance and a reasonable ability to pay for treatment. Yet, my spouse was much too unwell to live alone or with family without medication. So, if we didn't find a bed, my spouse might have ended up on the street (trust me). My family hired Josh and he got my spouse a bed in a local and reputable behavioral health hospital in the middle of July in Phoenix--a time when behavioral health hospitals are packed with people, many just trying to escape the triple-digit heat--within 48 hours. I don't know he did it, or who he called, or what he said. I just know that Josh getting my spouse a bed turned the entire situation around and put our family on a path to a happy ending. I am pleased to report that I am still happily married and my spouse has made an excellent "recovery," but without Josh's expertise and Johnny-on-the-spot heroism, I don't know what we would have done. If you or a loved one is suffering from serious mental illness and you have any legal issue relating to mental health treatment, or frankly any other type of matter Josh handles, I strongly recommend you consider hiring Josh. If my experience is any indication, you won't be disappointed.

Great Lawyer
At the end of my mother's life, after she had been diagnosed with dementia, a care taker moved in with her. Over the course of about two years, that care taker transferred all of my mother's property to himself. Her house, her cars, more than $500,000 in bank accounts. EVERYTHING. We did not know this until she died. We were upset, angry and scared. We hired a lawyer, but he seemed lost and overwhelmed. Then we called Josh. From the moment we did, there was a sense of calm. Josh was confident, aggressive and poised. As Josh began to work, we saw incredible progress. Quickly and surely, every bit of property was transferred into its rightful place - back with the family. I would recommend him to anyone going through a similar situation. The work he did amazed our family, and we could not have been happier with him.

Health care Attorney | Oct 06
Relationship: Co-worker
"Josh is the unqualified expert in the Phoenix area in the field of mental health care. He is universally respected in the field, and takes time to educate the legal community with regards to important issues that may affect our clients as they age or become incapacitated. Josh is my “go to” attorney in this area, and he has personally helped a handful of my clients navigate a complex area of law. In addition, he is an excellent estate planner and litigator (when cases require it). As a friend and colleague, I cannot recommend Josh more."

"I highly recommend Josh. He is an experienced, intelligent, and highly capable attorney. I had the experience of working collaboratively with Josh on a Guardianship and Conservatorship matter for a mutual client. Though the issues were complex and the circumstances urgent, Josh has a calm, comforting and intelligent way of working, and we were able to get the matter resolved expediently and correctly. I have no hesitations at all in highly recommending him."
Health care Attorney | Nov 18
Relationship: Worked together on matter
"In my opinion, there is no better lawyer in Phoenix for matters involving public or private mental health facilities or cases involving the treatment of serious mental illness. Josh brings invaluable real world experience to his cases by drawing on his prior career in the mental health arena. In addition, although yet a young lawyer, Josh has benefited immensely from working with other excellent lawyers at Frazer, Ryan, Goldberg & Arnold and, in particular, from his close apprenticeship beside living Arizona legal legend, Chick Arnold. I have had the pleasure of working alongside Josh as co-counsel in multiple cases involving mental health treatment. Josh is a pleasure to work with: he's sharp, hardworking, organized, responsive, and thoughtful. I also refer cases involving mental health, probate, and estate planning to Josh whenever I encounter them and I always have total confidence in the referral. On top of all that, Josh is a great guy; really down to earth."
