Prior to joining Alan Lescht & Associates, from September 2018 through March 2025, Courtney was an Administrative Judge in the Hearings Unit of the U.S. Equal Employment Opportunity Commission (EEOC) Washington Field Office. As an EEOC Administrative Judge, Courtney presided over and adjudicated hundreds of discrimination complaints filed by federal employees and applicants. In addition, she served as a settlement judge for dozens of federal discrimination cases. Courtney has developed training materials and provided both internal training for EEOC Administrative Judges nation-wide, as well as external training for attorneys on both sides of the bar, EEO specialists, and human resources representatives at various conferences, including EEOC Excel and the Metropolitan Washington Employment Lawyers Association’s annual conference. Most recently, she was selected for a detail to the EEOC’s Office of Federal Operations (OFO) Appellate Review Division, where she wrote decisions on appeals of final agency decisions (FADs).
Prior to working as an Administrative Judge at EEOC, Courtney worked in private practice in Washington, DC where she practiced employment law. She concentrated her practice on representing federal employees in Equal Employment Opportunity (EEO) litigation, and defending federal employees against adverse actions. While she specialized in EEO litigation on behalf of federal government employees she has also handled several types of labor, employment, and employee benefits cases, including but not limited to: claims of discrimination; claims of retaliation, including whistleblower reprisal; wage and hour violations; issues surrounding non-compete and non-solicitation agreements; unfair labor practice charges; disability retirement issues.
Courtney received her juris doctorate from the University of the District of Columbia David A. Clark Law School (UDC-DACSL). There she was a Dean’s Fellow, and was a recipient of the Fannie Lou Hamer Scholarship. Courtney was also a recipient of the Earl Davis Award given by the Olender Foundation for her work in the UDC-DACSL legal clinics. She performed more than 700 hours of pro bono work in the UDC-DACSL Community Development Legal Clinic and the UDC-DACSL Low-Income Taxpayer Clinic. Courtney also volunteered at the D.C. Employment Justice Center's Workers' Rights Clinic. During her second and third years of law school, she served as an associate editor and then a senior editor of the UDC Law Review. Courtney received her bachelor's degree in sociology from The George Washington University. While studying there, she served as a research assistant in the sociology department, where she worked on a study of gender discrimination during the hiring process of employment.
Courtney is licensed to practice law in the District of Columbia. In February 2025, Courtney was appointed to the Hearing Committee of the D.C. Bar’s Board of Professional Responsibility for a three-year term.
Originally from Philadelphia, Courtney was first admitted to practice law in Pennsylvania (elected inactive status due to not practicing in that jurisdiction) state and federal courts (Eastern District of Pennsylvania), New Jersey (elected inactive status due to not practicing in that jurisdiction). She is a member of the American Bar Association (ABA) Labor and Employment Law (LEL) Section. From 2015 through 2018, Courtney was the Program Coordinator for the ABA LEL Law Student Outreach Committee.
