Mr. Carr is an experienced Chester County (PA) bankruptcy and debt relief attorney, specializing in STUDENT LOAN LAW, Chapter 7 bankruptcy; Chapter 13 bankruptcy; mortgage modification & HAMP; debt settlement; foreclosure defense; and debtor’s rights, all done with compassion for the plight of the individual debtor and family faced with debt problems. {SEE CLIENT REFERENCES AND INFO AT (my web site) or (my blog site)}. He has practiced in Pennsylvania in various aspects of business, IP and consumer law for over 30 years.
Aiding him in his analytically oriented bankruptcy practice, Mr. Carr also holds an MBA (in Finance) and is a member of Beta Gamma Sigma, the national honor society for outstanding business graduates, with several years of business experience as a financial planning analyst and government contracts officer in his early career with the NCR Corporation for which he received the NCR "Outstanding Performer" award; as an insurance adjuster and in bank data processing.
Because bankruptcy calls for a comprehensive understanding of the law in almost every other practice area, Mr. Carr's extremely diverse legal experience set also is essential to his practice: his legal specialties are consumer bankruptcy: Ch. 7 & 13; debt settlement: specializing in the settlement of large single obligations; foreclosure prevention; real estate; business law, including "business divorces" & sophisticated contract drafting; entertainment law, representing performing artists & screen writers; IT/IP work, including the preparation and negotiation of complex international and US banking software licensing agreements, support and software enhancement agreements; and Internet/E-Commerce law. He has also worked extensively in the field of health care and pharmaceutical contract and relationship formation. He has been dealing with banks and lenders over the majority of his career.
Mr. Carr is a graduate of Ripon College (B.A. degree, Philosophy, Magna Cum Laude, recipient of Ripon's Philosophy Prize and Honors Philosophy Comprehensive Exam); and a Buckeye, a graduate of both The Ohio State University -The Max M. Fisher College of Business (M.B.A. (Finance) with honors) and The Ohio State University Moritz College of Law (J.D. degree); and of the Pennsylvania State University-Great Valley Graduate Center, (CERT/MIS, Post MBA Certificate in the Management of Information Systems). He is a proud recipient of the coveted PHI BETA KAPPA key.

Replied last September 1, 2024This review highlights one of my strengths, settling debt or where possible dismantling opposing positions, in the interests of justice and fundamental fairness. My belief is that by the time a given debt reaches my desk, the creditor has already earned a substantial profit at the usual 29.5% annual APR plus penalties! Debt purchasers of course get an even better deal since they buy debt for a fraction of its face value.
