Contractor suit
A contractor we hired placed unqualified personnel on the job, assigned them work they were not capable of performing correctly, and failed to supervise them adequately. Many facets of the work were defective, including electrical, heating system, tile, manufactured-wood floor installation, and painting. After installing the floor out of compliance with the manufacturer's directions, thus voiding the warranty, the contractor's personnel seriously damaged it, apparently by storing and dropping tools on it. We dismissed the contractor and withheld payment of the latest bill, which the contractor insisted be paid despite the many flaws. We then hired Charles Horner. We found him to be extremely thorough and careful in his research, document preparation, and communications. He went far beyond the normal call of duty in determining fair value for the work performed and documenting the charges we incurred in correcting the many problems. He did not even charge for some of the time he put in on gathering all the data. He represented us well before the opposing attorney, in motion practice with the judge, and with a mediator eventually appointed. We reached a fair settlement that would not have been possible without Charles' highly professional and dedicated work.

Mortgage modification
Mr. Horner helped me get through the complicated and frustrating process of getting a HAMP mortgage modification. After having spent nearly 9 months filling out the same applications over and over and being asked to do so again I contacted this attorney, who with one letter and a phone call got the lender to listen and to convert my trial payments to a permanent modification with 2% interest, allowing me to keep my home. I found Mr. Horner to be prompt and professional.

Senior Exploitation?
I'm concerned that perhaps Mr. Horner may have preyed on a vulnerable senior citizen in a time of crisis by not performing ethical due diligence when attempting to assist a vulnerable senior citizen. Fees were collected for minimal and non-legal work performed.

He gave me bad legal advice and got me in a bad position
I hired Charles to help me resolve with my landlord tenant issue in November 2020. Charles charged me $550 for his time. Although hiring him made my situation worse because he gave me bad legal advice. He told me to not help my landlord find a new tenant because it wasn’t my responsibility. I did what he said because I thought he knew it better. But it turned out it was a bad idea. I ended up owing more than $10,000 form the property. Later I consulted with another attorney and he told me I should have helped the landlord find new tenant because it shows that i’m trying to help them and that is a good thing and god for my case. And i listed and got a new tenant in 10 days. I would have owed more money if I didn’t help the landlord find a tenant. My experience from hiring Charles was bad and I deeply regretted it. He did not seem professional to me at all. I wish I hadn’t hire him.

He is restricted by professional obligations of confidentiality to former clients from detailing these grounds in this setting. There are, however, material questions that this former client neglects to address in his comment, including the brief duration and limited objectives of the representation that he directed, relevant events that occurred before and after the brief representation, the respective roles of former tenants and landlords in leasing a vacated rental property, what communications this lawyer had with the landlord relative to its actions to re-rent the property, and whether a former tenant who is not licensed as a real estate broker in Washington may advertise rental property that he does not own under the statutes governing real estate brokerage practices. I invite this former client to reflect on these questions and to reevaluate his assessment of the services he received in the context of this very limited representation.
