U.S. Army GOMAR and ADMIN separation Board
This review is for anyone who is facing an ADMIN Separation board and is unsure of the next steps. I have 19 years of exemplary service in the U.S. Army and went through one of the most challenging situations possible. My leader, my Supervisor, my Boss a commissioned officer was creating a toxic work environment, and in retaliation of me going to my command and speaking on this, she filed a week later a harassment case against me. Despite the evidence submitted and my claims of innocence, I was given a GOMAR permanently filed, processed to the QMP board, and referred to an ADMIN Board for separation. No one spoke up for me all the way from my command to the General, everyone just saw harassment and signed off and pushed the packet. I was at a point of depression and anger. It wasn’t until I was told about someone who would fight and speak for me. Stephen Carpenter. This process waiting for the board took 2 years and I have been flagged, removed from the promotion list, security clearance in question, rated NFQ on this current board, denied future assignments and listed on the QMP board. This is not something I ever would have imagined after 19 years of doing everything I could to be a good leader. In the end with the evidence presented to the board and witness testimonies, the board convened and lasted almost 14 hours. In the end the board saw the truth and noted that there was “contradiction of evidence presented”, the person lied under oath and sworn statements, and this truly was not investigated properly by the I.O. I was retained by the board and given continued service in the U.S. Army. I am still contemplating ways to hold this commissioned officer accountable for her actions which affected my career and family. During the board Mr. Carpenter was amazing, it was almost like being in a movie, I never seen someone who took every detail personally and was truly fighting for me and my family. Despite Mr. Carpenter receiving calls from potential clients, he still made the time to treat my case with the care it needed. I don’t believe anyone else would have spent the time in detail to make this outcome the way it did. Mr. Carpenter made sure to stay in a hotel locally in the area to make sure he met with my witness and myself the days prior. Truly he all about making sure I had representation that would fight for me and my family rights. If you are facing an ADMIN Separation board or GOMOR or any injustice and you need someone to represent you, I promise you take the time to at least contact Mr. Carpenter he will not disappoint.

My time working with Stephen Carpenter was long, but the end result was retirement at current rank/grade. This was the result of a partnership that took nearly 2 1/2 years to see to the finish. If you are an officer facing a Board of Inquiry (aka, Show Cause board), you cannot find better representation than Stephen Carpenter. Great Representation
Mr. Carpenter and his team were exactly what I needed to get a fair outcome during my Army investigation which could have led to my career being ended. Phenomenal Experience
My unit was playing around with my NCOER and my PCS award . I was being bullied and black balled . I called Mr Carpenter and he got things squared away for me . Most importantly he restored my name . Sexual Harassment allegation unfounded
I recently went under a 15-6 investigation for Sexual Harassment and by the grace of God and Stephen, the allegation went unfounded. Stephen's professionalism, intelligence, brilliance in educating me on UCMJ regulations, and just an overall incredibly kind human being is just incredible!! When I felt like there was no hope, and was grieving, not only did he take the time to listen, and assure me that everything will be ok, but he answered every question I had honestly and extremely straight forward. I was recommended by a co-worker to use Mr. Carpenter as an attorney, and I am glad because Mr. Carpenter fought for me. With his help, I received the proper defense, and it put the command on their heels because of their arrogance. This attitude in they military of guilty until you can prove otherwise. The command is allowing Company commanders to make decisions on peoples careers. These company commander don't have any qualifications on be an arbitrators of the law. Many of the company commanders don't any legal training, and are used the judge and jury for soldiers. I am a prior law enforcement officer. I know my constitutional rights, and I protected myself as much as I could. When I saw that command, is just looking for the path of least resistance. I had no choice but to hire an attorney. I would like to see an independent body that would be over the command that were legal trained to discipline infractions committed be soldiers. I don't believe the military should be policing itself with incompetent officers with no legal training. I have not had any legal action until now almost 20 year in my career. I have served honorably, and have been fighting this countries wars, I have made many sacrifices for me country, and I have the scars to prove it. If it was not for Mr. Carpenter, I would have been railroaded by the the command, and would have been discard by the military that I loved serving. We are asked to give everything to our careers, and to be a selfless servant. When someone makes an allegation against me. I have to fight like hell to prove the lack of evidence and total disregard for my character and hiring an attorney. I don't regret hiring Mr. Carpenter one bit, but we should not have to hire attorney. Mr. Carpenter saved my career, and I am very grateful. Mr. Carpenter showed me the respect I have earned, and represented me like I wanted to represented. It was not free, but thank you so much for everything, your fee was worth it to me. I would recommend Mr. Carpenter to anyone facing and any legal action in a UCMJ situation. I recommend Mr. Carpenter wholeheartedly , he is a very honorable and competent attorney.

Guided me through one of the toughest times in my life
I was blindsided by a 15-6 and had to idea where to turn. Luckily I was referred to Mr. Carpenter by a colleague. I had reached out not expecting much but Mr. Carpenter called me back immediately, took the time to truly listen, and had already drafted a game plan for me. I have to tell you to please trust the process. I had no idea where everything would go but he shocked me with his knowledge and ability to find the intricacies of the situation. My rebuttal was a work of art and expertly defended my side. He really cares about his clients and aims to ensure the army remains fair. I can't describe the feeling of relief when he personally called me to tell me everything was unfounded. Lastly, please don't think about the price. Excellent Military Law Attorney
Mr. Carpenter and Mrs. Moeller defended me during a administrative separation board here in Europe. They called several character witnesses, and drafted documents, to fight for me, that included an expert witness report. Although the board found against us, the case is currently on appeal to HRC. Sex assault court-martial in Germany dismissed!
I was facing 3 charges of sexual assault and hiring Mr.Carpenter was definitely the game-changing decision. He's prepared for everything he made sure all our paperwork was squared away and submitted on time he met every deadline and exposed the government's weaknesses. When I felt hopeless and had a million questions he made time and answered them and he did so truthfully and bluntly which goes a really long way when you're in a bad situation like I was. Anonymous Accusation
I am a physician at a military hospital, and another doctor anonymously filed a complaint against me stating that I was breaking the off-duty employment regulations and referring TriCare patients to myself. This initiated at 15-6. Given the severity of the accusation and potential for UCMJ action, I asked Mr Carpenter to represent me. The level of knowledge that Mr Carpenter displayed was comforting and encouraging. Although it took many months to resolve, the accusations were found to be unfounded. I appreciate Mr Carpenter's expertise and professionalism. If something like this happens to me again (which I hope not), I would hire Mr Carpenter again.

GOMOR Rebuttal
I am a active duty Army Senior NCO, I received a GOMOR and had military legal counsel, but after time working with and seeing how non-responsive and inattentive they were, I reached out to Mr. Carpenter for his services as his name and reputation is well-known in the military community. Excellent work
Mr. Carpenter was extremely helpful. He promptly took over all communication with the military JAG and provided excellent advice on the situation and how to proceed. He put together an extensive rebuttal to a 15-6 investigation that was thorough and definitely more aggressive than anything a military JAG would have done. He kept me informed during the whole process. The end result was essentially a local counseling statement and nothing more. I greatly appreciate his work and expertise.

Retained at a BOI
I retained Stephen as my attorney for a BOI due to three minor alcohol related incidents in my past. He worked with me even before I was officially notified to help me in the process leading up. Once officially notified, he aggressively worked my case, worked with my character witnesses and worked a strategy we would take. Additionally, he worked with my assigned defense counsel setting me up for success. During the BOI, he presented my case in a very positive way and would quickly counter the government’s witness and evidence against me. He was able to adjust our strategy throughout the afternoon to continue convincing the board of my progress and my time in the military and concluded with a very strong and direct closing statement that ultimately resulted in me being retained with a 3-0 vote. BOI - HON / 120 Claim Unfounded
Firstly, Stephen Carpenter did an amazing job on what we both initially thought was a straightforward case. However, shortly after notification of my BOI, an Art 120 allegation was made which delayed my BOI for over a year. During this time, Mr. Carpenter continued to stay in touch and provide sound legal advice as updates came up. When the BOI drew close, he spent hours working with me to perfect our defense. He is meticulous and highly detail-oriented. He honed in on key facts that led to the BOI declaring the Art 120 allegation unsubstantiated. While the original allegation was declared substantiated and a recommendation for separation was submitted, it was with an HONORABLE discharge. Furthermore, Mr. Carpenter's work on this case paved the way for (hopefully) the Army Review Boards Agency to overturn the board's separation recommendation and allow me to retire. Military Elimination Board OF Inquiry (BOI)
I was falsely accused of using illegal drug (codeine); given a GOMOR and referred to the board for elimination. Mr. Carpenter representing me pointed out the inconsistencies in my case and was able to secure my retain in the Army. He went beyond what I hired him for to get me information on my next moves and pathway to retirement (16 years in the army). As a lawyer he has done an excellent job and as person he cares. If you're seeking military justice you need an Attorney that has a winning strategy; even if you think the odds are stacked against you. Such as the case with me who was facing an ADSEP with an Other than Honorable Discharge recommendation. Mr. Carpenter represented me at the ADSEP hearing, wrote an Appeal on my behalf which directly resulted in checkmating the governments evidence. the best military defense attorney
Mr. Stephen Carpenter is by far outstanding and experience military defense attorney available. Before meeting him my wife and I were so stressed out for my case. I was lucky to contact him and happy to make the right decision to have him work for my case. He spent numerous time to communicate with me and my JAG attorney for clearly understanding of my case and diligently contacted all the key witnesses I recommended towards my case. The most impressive experience I had with him was Mr. Carpenter spent more than 3 hours to listen to my stories with my military attorney in the beginning whereas most military defense lawyers only spent 30 to 60 minutes according to other military friends who went through the similar problems. He continued to communicate with me via texting and email so distance did not matter to me, which made me skeptical at first. He provided me legal guidance throughout the investigation and kindly walked me through what needs to be done and even coached me how to write a legal document for me to successfully present it to GO, which was a great strategy. I was very emotional after reading his rebuttal statements because he amazingly captured all the keys points I wanted to deliver, which helped me have unswerving trust and confidence in his performance. A month later the result came back in my favor, and all the proposed adverse findings initially imposed on me were disapproved, and the case was dismissed without any blemish in my 19 year-long military career.
