Executive Summary (unclassified): This pro se request asks the Office of Special Counsel to accept an Intelligence Disclosure by a decorated national security whistleblower on the failure of Cathy A. Harris, acting U.S. Merit System Protection Board (MSPB) chair, to uphold the duties of her office in...stead of acting as a primary/supportive facilitator/accomplice in prohibited personnel practices relating to national security. The request focuses on her decision to neither investigate or even fairly evaluate disclosures by the Petitioner, one of the first national security whistleblowers to reject the illegal yet controversial pretensions of infamous National Security Agency leaker Edward Snowden. Instead, she endorsed an illegal contract of adhesion for which enabling legal counsel later was one of Snowden’s foremost advocates. Harris’ decision came within days of the Petitioner’s disclosures about a second, higher-ranking federal official who also arguably committed treason as a government contractor accessing classified information. The Petition now before the OSC comes as a stench of scandal permeates the MPSB, its motives and operations crying out for public interest attention. I am pleased to extend my highest recommendation, and commendation, to the law firm of Kator, Parks, Weiser and Harris. I actually experienced several law firms (all unpleasant encounters) before I dug deeper and came up with the jewel that is Kator, Parks, Weiser and Harris. Trust me, if there i...s one thing that I learned from my various experiences, it is that not all law firms are created equally. Don’t be fooled by the fanciest websites or the loftiest claims of being “champions for your cause.” Often these are just marketing tools. Kator, Parks, Weiser and Harris is a topnotch law firm! They do not take junk cases. They meticulously examine each claim to make sure they are not wasting anyone’s time, or wasting the potential client’s money. They are very thoughtful, organized, detailed-oriented professionals. And should they decide to take your case, they will fight for you and stand by you! They are most knowledgeable of the law (unlike some of my initial encounters with other firms). As an attorney myself and a subject matter expert in whistleblower law, I had very high expectations of my attorneys. They always met my expectations superbly. I cannot recommend Cathy highly enough. Her professionalism, tenacity and intelligence are unmatched. The fact that Cathy was my lawyer was the only high point of a very difficult period. On a personal and professional levei I would recommend anyone needing an attorney in the goverment sector that has been hurt,harmed or discriminated against on a goverment level to not to hesitate in hiring Ms.Cathy Harris.She is very knowledgable and kind and caring.I would hate to be sitting on the... other side of the bench in terms of her being the attorney whom i am going up against.I would not under estimate her small stature and kind smile because as a personal client,I watched her first hand shred my oppents to pieces!!Way to go Cathy
