Mark F. Bayley has litigated cases in over twenty-five counties in Pennsylvania and is in the courtroom on a daily basis. While he currently involves himself mainly in family law and criminal matters, recent achievements include a $2.1 million civil jury award on behalf of clients in Lancaster County.

Mark is the second attorney in his family. His father, Edgar B. Bayley, worked in a variety of legal roles in Cumberland County beginning in 1964 and retired from his position as Cumberland County Court of Common Pleas President Judge in 2009. Mark's mother, Mary K. Bayley, a registered nurse, retired from her school nursing position with Harrisburg School District in 2006.

Mark was employed as a judicial law clerk to Cumberland County Court of Common Pleas Judge Edward E. Guido from 1999 to 2001 and began his legal practice in Carlisle, Pennsylvania, in 2001. Bayley & Mangan was founded in 2006.

Mark is married to wife, Anne, and his off-duty activities mainly include entertaining three boys, Jackson, Rowan and Leo.

adoption of our son
Mark was a very good attorney. He help with the adoption of a foster child we had. We had the child 14 years and had been told by other attorneys that we couldn't adopt him if parents said no. When we contacted Mr. Bayley he guided us through the process and got it accomplished. I am thankful to him and his team for their professional help. Can't say enough about him. If you need a good attorney he gets my vote and you won't be sorry to use him.

Amazing and Skillful Attorney
I am extremely impressed with the way Mr. Bayley handled my case. I was charged with a class 3 felony and he was able to work with the DA and have the charge reduced to a misdemeanor. This was the first time I had ever been in trouble, at age 51 and was not familiar with the court system or how to handle anything and honestly, I was a nervous wreck, fearing the worst. Mr. Bayley took charge of everything and assured me I was in good hands. He was right, he truly came through for me with impressive skill and knowledge, especially with new laws recently passed. I highly recommend him for anyone that has made a mistake like myself. Thank you again Mr. Bayley, you are top notch!

Great Attorney!
Mark stepped in after my original attorney, who touted themselves as specializing in representing “guys,” really dropped the ball. Mark was able to reverse their mistakes and get about 95% of what I was looking for which was a big win! His fees were reasonable and he didn’t nickle and dime me to death with multiple invoices for 6 minutes worth of his time like I had with the other attorney. If you need a custody attorney, I highly recommend Mark Bayley.

Grateful Out of State Custody/Adoption Client
My wife and I first retained Mark Bailey for a grandparents rights custody case that several years later ended with us adopting our grandchildren. Being from out of state was a real concern. We knew no one in the area. Mark and his secretary, Connie, made us feel welcome from the first call. They always quickly returned calls and emails. Mark was honest and shot straight on what to expect each step of the way. He kept us steady through many twists and turns and sleepless nights. When we got to the courtroom, he was well prepared. Looking back, I truly feel we not only had a competent attorney but also friends looking out for us and our grandchildren's well being. I highly recommend him.

Awesome Attorney Giving 100%
Mark represented my son and I in a few child custody battles. He was very straight forward with how he thought things would go wether it was good or bad, there was no sugar coating! I retained Mark's services on several occasions. On each occasion, he was fair, honest and provided me with excellent representation. On one occasion, against his advice, I filed an appeal in a DPW case in which he advised me that he has never seen a reversal in the original decision. In this instance, he did. I feel this was in large part due to his representation. I have recommended him to friends looking for a lawyer and I will continue to do so. He has made himself available to me when I had questions about other issues in which I thought I might require legal counsel and has even advised against it stating it would not be in my best interest rather than charging me unnecessary fees. He definitely has proven to be a person of integrity on multiple occasions and for that I am grateful. I hope never to need his services again, but should I require legal counsel, he is the first person I would call.
