I help clients with a client-centered approach that is rooted in a family tradition of service to others.
My grandfather served the U.S. as a Merchant Mariner during World War II, the Korean War, and the Vietnam War. My grandmother risked her life so that her two children (Jeff's father and uncle) could escape war in Shanghai, China and find a home in San Francisco, California.
As a small business owner for over 40 years in San Francisco, my father made custom electrical boxes and sheet metal products for restaurants, government transportation projects, and builders. My mother helped raise seven kids by making wigs for customers to support her family.
Continuing the deep-rooted tradition of service, I assist small businesses, non-profit organizations, and individuals with transactional, corporate, compliance, tax planning, intellectual property, real estate, and estate planning issues. I also dedicate my practice to helping business owners, nonprofit boards, and individuals, who identify as Black, Indigenous, and/or People of Color ("BIPOC"), navigate barriers within the legal system with an ally.
My client-centered approach focuses on listening with empathy, explaining legal concepts to clients, and collaborating with clients and opposing parties to solve problems.
Prior to joining Keller Rohrback LLP, I worked for the IRS's Office of Chief Counsel in New York and later joined the tax practice group at Lane Powell PC. I opened his own law firm, Ling and Liang PLLC in 2010 with my spouse, Helen Ling. I am also an adjunct law professor at Seattle University School of Law where I taught law students on Taxation of Nonprofit Organizations, Taxation of LLCs and Partnerships, and Corporate Taxation.
I am also a community leader where I actively serve as Board Chair of the Asian Counsel and Referral Service, Co-Chair of the Seattle-Chinatown International District, and President of the Asian Bar Association of Washington Student Scholarship Foundation.

Very professional and straight forward. Made a great first & lasting impression. Will be seeking legal aide from Jeffrey Liang down the road for all my business needs. Now I can tell people "You'll have to talk to my lawyer" if that moment ever arises.

I had Jeff do what I thought was a difficult task with creating a document for me to attract new agents - I am in Real Estate. In getting the document he was very thorough in explaining to me what it "actually" does in terms that I understood. Since my first interaction with Jeff I have referred a ...

Highest recommendation. Excellent representation.
Mr. Liang represented us in a Tax dispute with the IRS. The IRS was denying our claim of an unfamiliar section of the tax code pertaining to real estate activities. A majority of the IRS agents we dealt with were unfamiliar with this section of the code, but did not hesitate to deny our claims. ...
"Recently hired Jeff as local counsel to help me with an ancillary probate matter in Washington State. Jeff obtained a great result for my client, in short time. I found him to be very responsive and available. Highly recommend."
