Biography
ATTORNEY MONTE KULIGOWSKI has been defending clients since 1997 and has won cases at every judicial level of the state, including the Supreme Court of Virginia (See, White v. Commonwealth, 267 Va. 96 (2004)). Monte is also licensed to practice law in federal District Court, the U.S. Court of Appeals, 4th Circuit, and the United States Supreme Court. He has won cases in both state and federal court.
Attorney Monte has experience with misdemeanor and felony cases from petty larceny to first degree murder. Monte has a wide range of experience with DUI/DWI cases, including second offense, refusal, elevated BAC, felony, blood draw, watercraft and even operating an aircraft under the influence case. And he has defended thousands of clients for reckless driving.
Monte's legal writings have been published in law journals by the law schools at Duke, Virginia, Richmond, Samford and St. John's. His article, "Rethinking DUI Law in Virginia," is published in Vol. 42, Issue 2 of the University of Richmond Law Review. His article, "A Critical Review of Gibson v. Commonwealth," is published in Vol. 29, No. 2 of the Justice System Journal, a peer-edited journal published by the National Center for State Courts. Attorney Kuligowski has been interviewed and quoted by Virginia Lawyers Weekly and local media on landmark legal cases. Monte's work is quoted in Wikipedia's section on the Equal Protection Clause of the United States Constitution.
Monte has represented almost every class of citizen, including enlisted military personnel, high ranking military officers, blue collar workers, white collar workers, law enforcement officers, professors and fellow attorneys.

Excellent Attorney, Very Knowledgeable.
He was able to get my reckless driving(88/55) reduced to simple speeding ticket. I would recommend him to anyone in Virginia. I would especially recommend him for the toughest court in the state, Virginia Beach.
