Prior to launching Duerr Law P.C., Chris was an attorney for the Commonwealth of Pennsylvania for 19 years.  In this capacity, he represented and successfully litigated eminent domain, land use and zoning cases, as well as employment and license suspension cases as in-house counsel for the Pennsylvania Department of Transportation. Before that, he was with large Philadelphia area law firms where he gained a deep understanding and unique perspective in a broad range of legal matters. 

Chris was a Commissioner on the Upper Dublin Planning Commission for seven years reviewing submissions for conformity with local and state ordinances  In addition, Chris participated in the review and updating of the Upper Dublin Stormwater Management, Zoning and Subdivision and Land Development Ordinances. He also contributed to the development of the first Upper Dublin Comprehensive Plan.

Eminent Domain Experience Outstanding
We worked with Chris on an eminent domain project that impacted 2 properties. He was extremely effective at guiding us through it. Eminent Domain Situation
Had situation with state condemning and acquiring portion of property through eminent domain. Their valuation and what independent appraiser valued was very different. Chris Duerr handled situation as well as it could have been with all the Covid delays and what not.

Only Hire Atty Duerr for Eminent Domain Issues
Bottom line...Chris Duerr is the only attorney you should hire for eminent domain. I had not one, but TWO eminent domain issues for the same property (one with township, one with school district). I first hired an attorney who represented he was skilled in eminent domain matters. When it turned out he was clearly not, but rather a professional in real estate broadly, and HOA issues, this wound up costing me an additional $25k. When I complained to a RE appraiser about this, he recommended Chris Duerr. Atty Duerr not only made sure that didn't happen with the second eminent domain issue, but coordinated the two agreements between the township and the school district to make sure I did not have any problems in the future with conflicting language. Hire him.

As noted above by the client there were two takings. One was in fact a de facto taking, (a taking without the condemning authority filing a declaration of taking). Both takings had created significant impacts on a beautiful historic main line residential property. We were able to resolve both matters, dealing with the conflicting interests of the School District and the Township. An experienced Pro to have on your side!
I'm very pleased with the job Chris Duerr did for me. I hired Chris back in 2019 to handle an eminent domain situation with the Pennsylvania Department of Transportation. He had proactively reached out to me with a letter of introduction due to his awareness of land seizures occurring in my area and that is how I became aware of him and his services, as I didn't know him before this. He was professional, yet "down to Earth'' and made the procedures and options plain to me throughout the whole process. He was very responsive to any communications from me and even answered some of my concerns after normal business hours, while at the same time not being pushy or aggressive. PennDOT made me a monetary offer for the land they were going to take, and once Chris got involved, he was able to get me $8000 MORE than their offer. Chris was also instrumental in getting my mortgage company to stop dragging their feet and finally send me the partial release of lien needed for PennDOT to take ownership of the land and start their work. My mortgage company had dragged their feet for a solid year and as I was feeling the pressure from PennDOT to get this resolved, Chris offered some very needed assistance to finally get that done. His billing was fair and well documented, and he didn’t “nickel and dime” me for every little thing. My experience with Chris Duerr was a very positive one and it was great to have such a professional like him on my side throughout the whole ordeal with PennDOT and I highly recommend him for any legal work involving his field of specialty.

This was a partial residential taking by PennDOT related to the Rt 309 by pass project in Montgomery County. Not every case needs to be litigated. In this case PennDOT made an offer which after informal discussions with an appraiser was found to be very reasonable for the impacts. PennDOT was taking a large part of the parking for this facility outright and for a temporary construction easement lasting 3 years. A tremendous expierience!!!
My property was being taken as a result of eminent domain. The initial offer from the state was low. I was frustrated because I was unfamiliar with the process, and what I needed to do in order to receive a fair settlement. Fortunately, I found Christopher Duerr. He gave me expert advice, and a plan of attack. Although I was hard to reach, at times, because of my heavy work load, and travel, Mr. Duerr was proactive, and got things moving. I couldn't be more happy with the result. After expenses, which were pleasantly fair, I ended up with approximately 110% additional. This gentleman is true professional, and is the definitely the person you want going to battle for you.

This was a total taking by PennDOT of a commercial property along State Route 322 in Delaware County. We filed for a Board of Viewers which forced PennDOT to obtain a new appraisal of the property. The new appraisal lead to PennDOT increasing their offer by more than 100%.

Help With Right of Way Request
I recently worked with Chris when the Pa Turnpike wanted a right of way at my residence. He was very professional and gave my wife and I sound advice.
