Bryan D. Glass, Partner, has practiced for a number of years in labor and employment, municipal, civil rights, and education law in both the public and private sectors. He has a wealth of litigation experience in federal and state courts, as well as before arbitrators and administrative agencies. Mr. Glass has specific expertise in civil service law and disciplinary defense on behalf of teachers and other public sector employees, as well as with Article 75 and 78 proceedings and appeals and unemployment administrative hearings.
Mr. Glass has extensive public sector experience, beginning his career clerking for a state appellate judge in Philadelphia, PA, and then for the U.S. Court of Appeals for the Second Circuit in New York City. He then practiced for several years in the general litigation division (now labor and employment division) of the City of New York's Office of Corporation Counsel, where he represented the City's agencies, hospitals, and schools in all forms of labor and employment litigation. Following the Office of Corporation Counsel, Mr. Glass practiced for several years counseling educators and health care providers throughout New York State as counsel to the New York State United Teachers Union (NYSUT) and the United Federation of Teachers (UFT) in employee discipline and other human resource matters. There, he developed broad labor arbitration and collective bargaining experience and argued before federal and state courts and administrative agencies, successfully defending several reported cases to dismissal through summary judgment, trial, and/or appeal. He also won exonerations for several teachers in Section 3020-a disciplinary proceedings. He also has experience in the private sector, having worked for several large and small labor and employment law firms on both the union and management sides. Since starting his own firm in 2009, several of Mr. Glass's litigated cases have been reported in the media, including cases on cutting edge social media issues (facebook, fortnite) as well as sexual harassment and other harassment of teachers in the public schools. His parents are both former NYC public school teachers, and since starting his firm 10 years ago, he has counseled and/or represented hundreds of teachers and other public and private sector employees.
Mr. Glass earned his B.S. in Industrial and Labor Relations from Cornell University, and graduated from the University of Pennsylvania Law School, where he won several labor awards and served both on the Moot Court Board and as an Executive Editor on the Comparative Labor Law Journal. He serves as a public arbitrator on the FINRA Dispute Resolution panel, the Part 137 attorney-client fee disputes panel, as a small claims arbitrator, and is affiliated with Cornell University's Scheinman Institute on Conflict Resolution. Mr. Glass is admitted to practice in New York, New Jersey and Pennsylvania, as well as the Southern and Eastern District of New York, the District of New Jersey, and before the Second Circuit Court of Appeals.
