Description: California Court of Appeal reviewed Superior Court judgment a statute prohibiting unofficial signs allowed Highway Patrol to regulate display of protest signs on freeway overpasses during demonstration. Over a strong dissent by the Presiding Justice, the majority found the statute did not authorize regulatory activity but Highway Patrol had inherent authority to regulate secondary effect on traffic. Handled case while employed as Deputy Attorney General for State of California.
