My legal career can succinctly be summarized as one of service; both at the governmental and the not-for profit arena. My career includes significant litigation experience in both state and federal venues, including the military pursuant to the Uniformed Code of Military Justice. The highlight of my career as an army judge advocate was my authorship, while deployed in Bosnia, of a standard operations procedure for the safekeeping and protection of evidence of mass graves on behalf of the International War Crimes Tribunal for the Former Yugoslavia (IWCTFY).
Upon my honorable discharge from the service, I returned to Wisconsin where I appeared as the attorney of record in over 200 cases in courts throughout the state, representing individuals and institutions in a myriad of legal areas. As to the federal venue I have appeared in both the Eastern and Western District of Wisconsin primarily in litigation involving civil rights cases under Section 1983.
As Assistant Chief Legal Counsel for the Wisconsin Department of Veterans Affairs, I represented the interests of the agency as a creditor for a period of six years in both the Eastern and Western District’s Bankruptcy Courts. In the area of administrative law, I conducted over 200 administrative hearings in Wisconsin as a Class 3 hearing officer on behalf of the Wisconsin Department of Veterans Affairs.
In addition to my professional experiences, I have been privileged to serve the people of Wisconsin as Deputy Secretary for the Wisconsin Department of Workforce Development (2005-2007) and as Chairman to the Governor’s Minimum Wage Task Force. I have also served the greater Milwaukee community on a myriad of community service boards and committees, including currently serving as the President of the Wisconsin Hispanic Lawyers Association. I am fluent in several languages, an important skill that served me well in the military and in my current position.
