As President of LegalAction, Mr. Peck created a program called the AdvocacyProject where select clients are not charged legal fees for representation in special education matters. The AdvocacyProject uses different attorneys to work on different aspects of client's cases. In this way, attorneys can work on cases in their areas of strength and become proficient in specific tasks.
Mr. Peck considers himself a ‘legal strategist’ in special education law on appeal and trial-level proceedings. He has worked on well over a thousand matters on behalf of children with disabilities. He co-authored and presented the American Bar Association’s Continuing Legal Education instruction on Special Education Law. He regularly appears before the United States District Court and has been lead counsel in approximately 100 United States District Court appeals and a dozen Ninth Circuit Court appeals involving I.D.E.A. and Constitutional issues. Co-counsel in Hawaii’s class action for special education rights and original lead counsel on Hawaii’s Olmstead action, he also participated in establishing a right to damages under Section 504 in the 9th Circuit. In cross-examination and oral argument, he excels.
