Biography
Mr. Carter is licensed to practice law in Washington. He graduated from the University of Washington in 1974, where he earned Bachelor of Science degrees in political science and ethnic studies. He received his law degree in 1978 from the University Of Oregon School of Law, in Eugene, OR. Mr. Carter has represented contractors, subcontractors and owners in multimillion-dollar disputes arising out of public contracts (construction, energy, service and aerospace) throughout the United States and abroad. Dispute resolution forums include federal and state courts, federal agency boards, arbitration tribunals and mediation. From 1996 through 2001, he has served as the vice president, secretary and general counsel for a fortune 500 company, where he was responsible of all aspects of the company’s compliance program, including risk management, antitrust avoidance, and prevention and resolution of workplace disputes.
On February 1, 2002, Mr. Carter opened his own law practice in Seattle, WA. The focus of his practice is the prosecution of personal injury claims arising from automobile crashes, defective premises, product liability and violations of the Washington State Consumer Protection Act.
