Matthew recieved his JD and LL.M. in Taxation form the University of Washington School of Law. During law school he served as the Chief Managing Editor of the Pacific Rim Law & Policy Journal. Matthew recieved his B.A. from the University of Washington, where he majored in Japanese linguistics and international studies. Matthew also spent one year studying economics at Nagasaki University in Japan and is fluent in Japanese.
