Biography
San Diego Immigration Attorney Tifany Markee received her Juris Doctor from California Western School of Law, graduating Magna Cum Laude in May 2001. She is an active member of the California State Bar, becoming approved by the State Bar of California as a Certified Specialist in Immigration and Nationality Law in April of 2011. Tifany served as a Partner of Milner and Markee, LLP from January of 2001 to August of 2025; Founding Member of Markee Law PC (Aug 2025 to Oct 2025); and has now merged as a Founding Member of Foster+Bloom Family Formation Law Group, the nation's premiere firm focused on national and international family formation law, including immigration, adoption and ART/ surrogacy. Based in San Diego, Tifany is licensed to practice in the States of California and Colorado.
Foster+Bloom Family Formation Law Group is dedicated to comprehensive legal services in Family-Based Immigration Law, National and International and Domestic Adoption, National and International Surrogacy, International Parentage and Citizenship matters for children and adults. Attorney Markee is dedicated to a high level of personal service and client relations expected from a boutique law firm.
In addition to her immigration practice, Tifany expanded in 2003 to include International Adoption law, and more recently into International Surrogacy matters. She is one of only a handful of attorneys across the nation with an active practice in the adoption and immigration of foreign-born children. Tifany is an active lecturer and mentor in this field, and is a frequent invited speaker at law schools and professional organizations.

Finally, Tifany is a contributor and author for national publications including Kurzban’s Immigration Sourcebook.
