Biography
I am certified by the State Bar of California as a specialist in Workers' Compensation Law. I have 24 years of experience representing injured workers.
In January 1993 I launched my law practice. I specifically limited my law practice to representing injured workers and persons injured in non-work-related accidents. The majority of my clients have continually been injured workers from north San Diego County, including Oceanside, Vista, San Marcos, Escondido, Fallbrook, Valley Center, Carlsbad, Encinitas, Poway, and the city of San Diego. This caused me to further specialize by limiting my practice exclusively to representing injured workers. In 2002 I became certified as a specialist in workers' compensation law by the State Bar of California Board of Legal Specialization.
From 2005 to 2013 I was the chairman of the workers' compensation section of the North San Diego County Bar Association. After taking a short break from his duties as the chairman, in October 2015 I became co-chairman. As of January 2017 I resumed my position as chairman.
I was an associate attorney in the North Hollywood office of Mercer & Zinder. We represented general liability insurance firms by providing legal defense for their insureds. I participated in litigation involving products liability and premises liability.
In 1989 I received my Juris Doctor from Western State University, College of Law in Fullerton, California. I took and passed the California State Bar in February 1990. I have been practicing in good standing continually through the present.
In 1984 I received my Bachelor of Science in Mechanical Engineering from California State University Long Beach. I worked for McDonnell-Douglas in Long Beach, California, designing manufacturing tooling and equipment for commercial aircraft. I was also involved advanced design of primary and secondary aircraft structures using carbon graphite. This background qualified me to take and pass the Patent Bar in 1990. Starting in 1978 Iworked for several Los Angeles-based companies designing machines, aircraft ground support equipment and production mechanical tooling.
This background has given me insight into work environments from ranging from office to manufacturing. This insight is very useful when representing injured workers. I have helped in excess of 2,800 injured workers since I launched my law practice. Most of my clients are referrals from the many injured workers I have represented over the years. They continually refer their family and friends to me.

Dishonest
Manuel is one of the most dishonest lawyers I've ever met. He disappeared after he got our money and it was an awful experience

Replied last October 08, 2025This is a fake review. We do not get the client's money because we only accept Workers' Compensation matters. In such cases, the recovery is paid pursuant to court order directly to the injured worker after the resolution is ordered by Workers' Compensation Administrative Law Judge.

Replied last October 08, 2025This review is fake. We only accept Workers' Compensation matters. As a matter of law, there is never a deposit of any type, including a security deposit, nor a retainer fee. Attorney fees are paid to me once the case is resolved via a court order from a Workers' Compensation Administrative Law Judge.

Dishonest thief Recently rented a home from Manuel and after 3 years he basically stole my 12k deposit

Replied last October 08, 2025This review is from a disgruntled tenant who sold his lease to another person and was no longer the holder of the lease agreement at the time that I received possession of the subject real property from the new holder. This disgruntled tenant had sold the lease, and the new holder paid him a $30,000 non-refundable security deposit and charged the new holder $5,000 more per month for five months. This made the new lease holder the only one entitled to any part of the $12,000 security deposit of the lease agreement. Furthermore, the lease agreement required my pre-approval before any such sale (assignment of the lease), and I only found out about the sale when I informed the disgruntled tenant that I was not renewing the lease. He said he did not care because he sold the lease a year earlier. Finally, I did not renew the lease because I found out the disgruntled tenant was using the property as an AirBnB without my pre-authorization. The property was only supposed to be occupied by him and his two daughters as a residence. I found out he was using the property as an AirBnB when I was sued by one of his AirBnB guests.

poor secretary service that reflects on Mr Rodriquez
Spoke to Rocio she was short and seems she has no clue as to what she's talking about. She doesn't know how to answer questions. I have known Manuel for years back when he had a reliable and actually new what she was doing secretaty / do it all ....... she responded and was always polite. I left Man...

In your specific case, I simply did not give her permission to schedule an appointment for you. I do not accept every case that is presented to me. I appreciate that you have told your daughter, and other injured workers, about me and the help I can provide to them. I always ask my clients to tell their family and friends about me if they are injured at work and need an attorney. The grand majority of my cases come from referrals from my past clients. However, as in your case, there will be times when I cannot accept a case and I must refer the caller to another attorney. I am sorry that your experience with Rosio was not to your liking. Rosio is a very well educated and highly trained paralegal, with a big heart and eager to help whenever we get a call asking for a consultation. She follows my instructions very carefully. She knows that she is not allowed to give legal advice, and as such, she cannot answer questions that should be properly asked of the attorney you ultimately retain in your particular case. It is not that she does not have a clue, it is that she knows better. I am sorry that your experience prompted you to post this negative comment about us.
