Is employment truly "at will" when you agree to work a certain amount of months? Also is it illegal to not pay overtime?

In CA at least all employment contracts are at will unless stated otherwise. It sounds like you might have an argument based on the above that...

I also agree. You need to figure out how many hours they worked and pay them for it. It is your job to keep track of the employee's hours.
By law, do potential employers have to tell an applicant why they did not get a position?

There are no laws that I am aware of that require an employer to give you a reason as to why you weren't fired. IF you suspect that they are not...
