About Frances

Learn Frances’s areas of practice.

Frances M. Phares is an attorney of counsel to Wisner Baum, a national trial law firm where she helps clients with personal injury and wrongful death litigation involving major transportation disasters, toxic exposure, and pharmaceutical product liability.

Once Frances took on a position at Wisner Baum, she quickly proved herself to be a key member of the team. She was instrumental in negotiating the settlement of more than 400 claims brought forth by hemophiliacs over HIV/AIDS infection by contaminated blood products. She also helped the firm eliminate laws that freed tobacco companies from all liability, thereafter, allowing long-time smokers to file injury claims against them. With the firm’s attorney team, she urged the Supreme Court of California to reject the notion that smokers should know smoking is addictive and may cause serious health conditions. Finally, she also represented the families of antidepressant(namely Paxil and Zoloft) suicide victims in their cases against drug manufacturers.

Frances is a certified suicide-prevention counselor and St. Joseph Hospice volunteer. She volunteers every week at a local retirement home, where she works with older adults in skilled, assisted, and independent living communities. As a certified LOSS volunteer, she also provides counseling to families of suicide victims. Still, she manages to find time to volunteer at a local women’s center, where she co-facilitated a grief group and a caregiver’s support group. On top of all this, she has participated in several writing and trial skills seminars.

Education and Previous Work Experience
After Frances earned a bachelor’s degree in zoology from Louisiana State University, she attended Tulane University School of Law. There, she took the opportunity to clerk for the Orleans Parish District Attorney outside her work as an English tutor for Tulane undergraduate students. She moved on to work as an Assistant District Attorney once she graduated, prosecuting armed robbery, theft, rape, child abuse, murder, and other felony cases. She excelled in this area of the law, as evidenced by how she obtained the very first conviction in the history of Louisiana of pharmacists who had illegally sold prescription drugs to individuals struggling with substance abuse.

Next, Frances clerked for the 22nd Judicial District Court in St. Tammany and Washington Parishes, Louisiana. In this position, she gained invaluable experience in civil litigation and honed her research and writing skills. For many years, she also served as a Magistrate Hearing Officer to sort out child support disputes in divorce proceedings.

Helping Tibetan Refugees
Frances traveled to India in 2011 to study global ethics and sociology, partnering with Tibetan refugees in a cultural exchange program. While there, she founded a dental program, Tibetan Smiles, to provide low-cost dental care to Dharamshala’s Tibetan community. To better serve her clients, she obtained a dual master’s degree in counseling and pastoral studies from Loyola University New Orleans.

Awards, Accolades and Memberships
Peers, clients, and professional organizations have recognized Frances’ hard work and dedication over the years. She obtained an AV® Preeminent 5.0 out of 5 Peer Review Rating through Martindale-Hubbell®, as well as the Martindale-Hubbell Client Champion Silver from 2019 to 2021. Moreover, she is listed in both The Bar Register of Preeminent Lawyers™ and The Bar Register of Preeminent Women Lawyers™.

Frances is a member of the Louisiana State Bar Association, 22nd Judicial District Court Bar Association, Louisiana Counseling Association, American Group Psychotherapy Association, and American Counseling Association. In addition, she is a proud member of Chi Sigma Iota, an international honor society that admits only those who have demonstrated excellence in academic and professional counseling.

When Frances is not working, she facilitates a women’s spirituality group and serves as a lay pastoral assistant. In her spare time, she likes to visit art museums, read historical novels, play the piano, fish, golf, and walk her Welsh Corgi, Windsor.

Wonderful Attorney!!
When we first received the packet of information to complete in order for our personal injury claim to be considered by Baum Hedlund, I had a lot of questions on behalf of my husband. After speaking with our case manager, I was referred to Frances Phares, who could not have been more helpful. She spent so much time with me on the phone, and she explained every single detail in answer to my questions. Her patience, professionalism, knowledge, honesty, kindness, interest in my husband's situation, and keen intelligence came through over the phone. I felt so comfortable working with her, and all of my questions were answered completely. About two years later, I had another conversation with her as we wrapped up the loose ends of my husband's claim. Again, she consistently showed the wonderful characteristics I had experienced in the first phone call. She is simply outstanding, and we could not have found a better person to fight for my husband. We were so blessed to work with her, and we highly recommend her without hesitation.

"Owed To My Very Dear Friend & New Found Family Member"
Fran,I am going to try to get through this without crying as I write about my reflections and memories I have of you! I really don't even know where to start !!From the moment I linked up with you I felt this very speacial connection! You never saw color, you never saw anything! You treated me like a daugther even in you and I both knowing that you were representing me in the "Wrongful Death Lawsuit"invoving my mother.I could always email you day or night, leave you a voicemail on your blackberry when you were in court and you always would get back as soon as you saw or heard the message.Over the years in getting to the bottom and to the end of our case.I grew to love you and consider you as "my other mom"and a family member as I have always told you in many emails.I thankyou from the bottom of my heart for all the kindess, compassion and professionlism you shown when I was your client! I was so thrilled when I finally got to meet you in person. I love you dearly !Your friend and new found family member in Richmond,Virginia, Beverly.

Grateful for the expertise, efficiency, and skill
I found Fran to be efficient, transparent, sympathetic, intelligent, and effective as a lawyer. My family hired her several years ago on an upsetting case involving illness and the improper use of medication. Fran was consistently conscientious about her contact with us and the progress of the case. I liked Fran's caution and skepticism, which was always balanced with hard work and efficient outcomes. I was extremely satisfied with the result of our case. She has also gone above and beyond, helping to preserve my anonymity as a client (I was a minor at the time). I can't say how grateful I am. You'd be lucky to find a more compassionate, responsive, and shrewd lawyer with whom to work.

Professional Yet Supportive and Caring
Fran took my case when my life and my family's lives were turned upside down from the loss of my husband. She took control from start to finish and was always there to help / answer my questions and explain in detail the things I didn't understand. I felt very well taken care of and still communicate from time to time. I would definitely recommend Fran to anyone, especially to those who may be unfortunate in finding themselves in a tragedy like this.

Incredible Attorney!
When my family lost a loved one in an accident, we were so overwhelmed with grief and shock that we couldn't imagine how we were going to pick up the pieces and move forward with our lives. In the days following her death, we received informational packets from a few law offices. Baum Hedlund stood out to us because they were successful and respectful. They never harassed us to choose them. The office gave us time. We ultimately decided to obtain counsel concerning the wrongful death of our loved one. Frances M. Phares (we called her “Fran”) was one of the attorneys who worked on our case. I have to say that we could not have asked for someone more caring, knowledgeable, and sensitive to our situation. She kept us informed about all developments, and she maintained constant communication. As our case developed, there were numerous parties involved; Fran took the time to explain every little detail to us. Whether a call lasted five minutes or an hour, Fran’s attention and knowledge base were all ours whenever she spoke with us. Anytime we had questions or concerns, Fran was there to give me answers. Even though Baum Hedlund was not located near our hometown, the office still made sure that we had face-to-face contact with one of our attorneys. She made sure that we understood all of the legal jargon and were informed about all decisions that we made concerning the case. When we required separate counsel concerning probate matters, her office even introduced us to an excellent probate attorney. Simply put, Fran Phares (on behalf of Baum Hedlund) was respectful, professional, and caring. Our family would give all awards back to have our loved one with us, but this is life. We can't get someone whom we've lost back. Fran Phares fought for us when pursuing parties responsible for the wrongful death, and she was sensitive to our loss while doing so. She compared herself and a fellow attorney to "old dogs with a bone." They will not give up on your case! With this attorney, you are more than just a client.
