My practice is focused on health care fraud / Medicare audit defense, internal audits / investigations, compliance and regulatory matters. I have represented a wide variety of health care providers and suppliers in connection with Unified Program Integrity Contractor (UPIC), Comprehensive Error Rate Testing (CERT), and Recovery Audit Program (RAC) audits and reviews.

Before entering private practice, I worked as an Assistant United States Attorney in the Southern District of Texas, Houston office, where I  primarily handled False Claims Act matters and cases. I was subsequently appointed as Chief of the Financial Litigation Unit for the Southern District of Texas.

After the enactment of HIPAA, I was detailed to the Executive Office for United States Attorneys in Washington, D.C. as our nation's first "National Health Care Fraud Coordinator." In this capacity, I advised Assistant United States Attorneys around the country on civil and criminal health fraud statutes, schemes, investigative tools, privacy concerns, and compliance issues. I have taught and lectured at more than 50 national conferences and seminars to DOJ prosecutors, investigators, auditors, and industry representatives on a variety of civil and criminal fraud and regulatory issues.

I am married to a Public Health Nurse and have two sons, ages 23 and 26.

"Endorsement: I have known Robert several years and he has a passion for his work and in representing his clients. Robert is very smart, thorough, pragmatic, and results driven. He has been highly successful as an Assistant US Attorney and a senior Dept of Justice attorney and continues to be highly successful as one of the most accomplished attorneys in private practice in the area of healthcare law. His knowledge is unsurpassed in this area and I have had the pleasure of working with him on several legal matters including contractually mandated arbitration while representing a physician. I recommend visiting with him on all healthcare matters as his advice and his contacts throughout the country are invaluable."
Health care Attorney | Oct 15

"Robert Liles is one of the best Medicare audit attorneys in the country. While I'm technically one of his competitors, he is always open to discussing new strategies and legal defenses with me and sharing some of his own ideas. If Robert is your attorney in a Medicare appeal, then you have as good of an attorney as you will ever find to handle your case. He's a great guy."
Health care Attorney | Mar 10

"Robert Liles is a mild mannered legal dynamo. He is dedicated, thorough and extremely efficient. No stone is unturned in finding the way to a good resolution of a lawsuit. Robert cares about his client, let's them know the reality of their situation and keeps them calm. He knows the prosecutions methods, since he was a federal prosecutor. No one wants to need an attorney, especially if you are fighting for your business and reputation. Yet, here is a port in the storm of the insane legal system."
Health care Attorney | Sep 15
Relationship: Fellow lawyer in community
"I endorse this lawyer's work. Robert Liles is the most skilled attorney I have seen in the healthcare law area. His background is unique in that as an Assistant US Attorney and a senior Dept of Justice attorney, his job was to formulate many of today's policies and procedures for the Government in this area of law. Now in private practice, this background plus his great ability allow him to provide the most cogent, nuanced and practical advice I have experienced in the health area. The great demand for his speaking skills also testifies to this. I now trust my clients to Robert's advice exclusively in health matters."
Health care Attorney | Aug 09
Relationship: Co-worker
"I had the pleasure of working with Robert for several years when we were at the U.S. Attorneys' Office in Houston. I have always been impressed by Robert's great skills at communicating with people, his ability to explain complex matters in easily understandable ways, his care for others, and, of course, his keen intellect. After our paths diverged, Robert moved to Washington, DC, where he worked at the U.S. Department of Justice and made fabulous contacts with attorneys in Main Justice and gained substantial experience about federal False Claims Act cases. While, unfortunately, we don't have the day-to-day contact that we once had, I value Robert's friendship and professionalism and would highly recommend him to anyone seeking an experienced, mature, insightful, and diligent attorney. He is a lawyers' lawyer. "
