Bill has extensive experience in health care law, particularly the areas of the Affordable Care Act, HIPAA, the HITECH Act, Medicare and Medicaid compliance, the Stark physician self-referral law, the False Claims Act, CLIA, EMTALA and other federal and state regulatory requirements. He represents physicians and other individual practitioners, hospitals and health systems, ambulatory surgical centers, imaging centers, durable medical equipment suppliers, physical therapy providers, ambulance providers, chiropractic clinics, and other health-related ventures with regard to their formation, contractual relationships and compliance with federal and state regulations, credentialing and medical staff matters, reimbursement, professional licensure, fraud and abuse and self-referral issues.
Bill is the editor of the firm’s health law newsletter, Staying Well Within The Law, and the editor of the firm’s HIPAA, HITECH and HIT blog. He is also a member of the firm’s Health Care Reform Working Group.
In 2004, 2005, 2006, 2007, 2008 and 2009, Bill was named a "Pennsylvania Super Lawyer" representing the top 5 percent of all lawyers in the Commonwealth, as selected by his peers statewide in a joint project of Law & Politics Magazine and Philadelphia Magazine. He also has been named in The Best Lawyers in America® 2005-2017 and was named "Pittsburgh Health Care Law Lawyer of the Year" for 2012 by Best Lawyers.
Bill is a frequent speaker on healthcare topics at national and regional conferences and has served as a guest lecturer at the University of Pittsburgh and Duquesne University and the University of Pittsburgh School of Law. He has frequently contributed to and been quoted by national and regional healthcare publications.
Bill is a member of the American Health Lawyers Association, and is past Chair of its Fraud and Abuse, Self-Referral and False Claims Practice Group and the moderator of its Stark Law listserve. He is a past Chairman of the Allegheny County Bar Association Health Law Section. He is a member of the Pennsylvania Bar Institute’s Health Law Advisory Committee. William is a member of the Pennsylvania Bar Association Healthcare and Hospital Law Committee, the American Bar Association Health Law Forum, and the Health Law Concentration Advisory Board of the University of Pittsburgh School of Law.
