David Alan Raff

Mr. Raff serves as a Federal Court appointed Special Master in three complex discrimination cases: EEOC et al. v. Local 638 . . .Local 28 of the Sheet Metal Workers' Int'l Ass'n; EEOC v. Local 580, Ornamental Iron Workers; and EEOC v. Local 25 of the Sheet Metal Workers’ Int'l Ass'n.  He has also served as a Special Master in Yarborough v. Sheldon, a nationwide discrimination class action against the federal government and in United States v. Local 10 of the Sheet Metal Workers’ Int'l Ass'n.  Mr. Raff is a labor arbitrator and mediator, and is listed on a number of government and private sector panels.

Mr. Raff is the Managing Partner of Raff & Becker, LLP.  He was awarded his LL.M. in Labor Law from New York University School of Law in 1970, where he then served as a full-time faculty member for next ten years.  He also served as Special Labor Counsel to New York City's Bureau of Labor Services, New York State's Financial Control Board, and the New York State Deputy Comptroller for New York City Affairs.

From 1977 through 1982, Mr. Raff was the Vice Chairperson of the New York State Bar Association's Joint Task Force on the Practices and Procedures of the New York State Division of Human Rights.  He was also the Chairperson of the American Arbitration Association’s Human Rights Arbitrator Selection and Training Committee and a member of the American Arbitration Association's National Employment Alternative Dispute Resolution Task Force. From 1977 through 1982,

Mr. Raff has been honored by being inducted as a Fellow of the College of Labor and Employment Lawyers, and as a Fellow of the Academy of Court Appointed Masters.  He has also been honored by the New York City Council for outstanding services to the New York City community.
