It is true that this client's case was highly unusual, in that his situation fell exactly within the parameters of the French Decree of September 6, 2011, which transposes the European Directive from 2004 which the French administration should have been applying in regard to same sex partners in marital relationships in the EU. The result in this case establishes the fact that the administration is finally complying with European directives. Unfortunately, as regards the non-EU partners of French citizens, the administration continues to apply internal law and is thus discriminating against the partners of French citizens! This is not the first time that the French administration has favored EU member citizens over its own citizens, creating a discrepancy in treatment! In fact, recent circulars have acknowledged this discrepancy and have specifically stated that a French citizen may not claim the quality of a European citizen in order to benefit from the more favorable provisions.

Furthermore, recent provisions have decentralized the naturalization process, allowing the Prefect of each Department to make its own adjudication of naturalization requests and establish their internal rules. Persons residing in Paris, for instance, may submit the application by mail, whereas in Nanterre or Versailles, an appointment must be scheduled and it is almost impossible to do so without calling non-stop for days on end!

France has restricted family-based immigration to some extent, but professional immigration has been encouraged by provisions such as the 2004 Skills and Talents Card referred to here, or the 2011 European Blue Card, an attempt to compete with the American Green Card to attract skilled foreign workers.

Incompetent in Immigration matters
Used four-year old forms that were out of date, failed to inform me of correct immigration requirements and pawned my case off to one of his junior attorneys without a word. Failed my VISA application as a result and he refused to apologize or do anything about it.
In all fairness, the client in question received a full reimbursement of fees, and did not withdraw her carefully prepared visa case.
