Shelley studied law at the University of Tennessee College of Law.  At the College of Law, Shelley acted as president of the International Law Society, an oralist for the Jessup International Law Moot Court team, a member of the Moot Court Board, a member of the Student Bar Association and a volunteer with the Homeless Project, among other activities. Throughout law school, she worked as a Graduate Assistant for the Thornton Athletics Student Life Center working with student-athletes at the University of Tennessee from the men's basketball, baseball, football and swimming and diving teams.
