Scott Charles Etter

Scott C. Etter, Ph.D. has extensive experience in construction, school law, civil rights, and personal injury litigation. He has appeared before and represented clients in mediations, arbitrations, hearings, trials, and appeals conducted through the American Arbitration Association, the Bureau of Mediation, the Secretary of Education, the State Charter School Appeal Board, the Special Education Due Process Hearing Officers, Special Education Appeal Panels, the Courts of Common Pleas throughout Pennsylvania, the Pennsylvania Human Relations Commission, the Pennsylvania Labor Relations Board, the Commonwealth Court of Pennsylvania, the Superior Court of Pennsylvania, the Pennsylvania Supreme Court, the U.S. District Courts for the Middle and Eastern Districts of Pennsylvania, and the U.S. Court of Appeals for the Third Circuit on a variety of matters including construction, charter schools, cyber charter schools, collective bargaining (including timed mediation), taxation, wrongful discharge, personal injury, age discrimination, redistricting, sexual harassment, civil rights violations, demotions, dismissals, sabbaticals, suspensions, transportation, expulsions, interscholastic athletics, and special education.

Scott is also actively involved in representing public entities, in the school, zoning, and labor and employment law contexts. Among other schools, he serves as the solicitor for the Central Intermediate Unit No. 10, the Penns Valley Area School District, the Juniata County School District, the Bellefonte Area School District, the Moshannon Valley School District, the State College Area School District, and the Central Pennsylvania Institute of Science and Technology (formerly the Centre County Vocational-Technical School). He is also Regional Counsel for the Pennsylvania Association of Elementary and Secondary School Principals. In the zoning and special counsel contexts, Scott serves as the solicitor for the Boggs Township Zoning Hearing Board and the Harris Township Zoning Hearing Board, in addition to serving as special labor and employment counsel for Centre County and for College Township.

Scott's services to the construction trades are equally extensive. Among other entities, Scott serves as solicitor for the Builders Association of Central Pennsylvania, Inc., and he represents a number of businesses in the constructions trades, including S & A Homes, Inc., Poole Anderson Construction, LLC, Allied Mechanical and Electrical, Sunrise Homes, Inc., Homan Construction, Inc., Simpson Construction, and Designers Edge by Lou, Inc. He has been instrumental in the development of the private binding arbitration program through the Builders Association.

In addition to districts for which he is solicitor, Scott is a seasoned insurance defense litigator, representing, in this context, carriers and adjustors such as the Pennsylvania School Boards Association Insurance Trust Educators Legal Liability Insurance Program, School Claims Services, Travelers, CNA, ERC Group (Ward North America, Inc.), Kemper, Kempes, Network Adjustors, and Utica Mutual.

Scott is an active member of the State College community. A former letter winner for the Pennsylvania State University varsity swimming team, he is involved with the leadership of the Nittany Lion Aquatic Club, a local competitive swimming club, and Nittany Multisport, an organization responsible for hosting triathlons in and around Centre County.
