Ravi is a municipal law attorney focused on state and local tax issues.
Ravi has represented cities, water agencies, community services districts, and other special districts as associate general counsel. Ravi has advised cities, water agencies, community services districts, and other special districts on California's "Tax Constitution" (Article XIII, Prop 13, 26, 218), the Sustainable Groundwater Management Act, Brown Act, Public Records Act, and public ethics rules.
Ravi has written several major pieces of the municipal tax legislation, including an overhaul of cannabis business taxes, implementing regulations for vacant property taxes, and special parcel taxes for Proposition 218 elections.
Ravi has advised cities on various matters of tax policy, including vacant property taxes, cannabis taxes, business taxes, real property transfer taxes, sales taxes, and use of taxable and tax-exempt bond proceeds.
Ravi also has experience in a range of local government services and activities, including debt issuance, public art, and parking enforcement.
