Business Leadership Support and Litigation Specialist.
Randy has been a practicing attorney, school district executive and teacher, and business executive for over 30 years. His background in construction law, contracts and litigation in both the public and private sectors, combined with his strategic leadership experience, provides a unique resource and perspective to management and executives.
At Bell, Rosenberg and Hughes, Randy specializes in providing clients with the kind of practical, consultive expertise they need to directly support business building and revenue. He looks at legal issues from the 360 degree view of real-world business considerations and performance.
“Running a business is a never ending flow of judgment calls,” says Randy. “And to make sound decisions, executives need the best professional perspective factored against real world behavior and data. My job at Bell, Rosenberg and Hughes is not simply to provide legal counsel. It’s to provide a cost-effective resource that enables our clients’ short and long term business success. Without my own experience as a business leader, I couldn’t provide the combination of strategic and practical input that is especially useful and ultimately profitable to decision makers.”
One of Randy’s areas of specialization is assessing the “big questions”– to litigate or not, alternatives to litigation, steps to avoid litigation and risk assessment. If litigation makes business sense, Randy is skilled in formulating and implementing the steps necessary to provide the best and most cost-effective legal representation. Todays attorneys and executives must factor into their dispute resolution analysis the exponential escalaton escalation in the costs of conducting discovery and preparing for trial and weigh those factors against realistically likely outcomes. Importantly, Randy has the skills and perspective necessary to manage costs while prosecuting the strongest case in arbitration or court.
Randy’s background includes an award-winning tenure as a Deputy City Attorney for the City and County of San Francisco, where he amassed considerable, hands-on experience representing the Department of Public Works, the Public Utilities Commission, the School District and the Airport Commission on the largest scale projects, including the new main library at Civic Center, the City Hall seismic and historic renovation, and construction of the San Francisco Airport’s new international terminal. He also served for several years as CEO of the California Alumni Association at UC Berkeley, the largest organization of its type in the world. He is passionate about his work and in particular about leadership performance and ethics.
“I know what legal and management support I needed in my executive role,” remembers Randy. “And that’s exactly the kind of valuable, effective and reassuring partnership I offer our clients.”

Very professional and helpful
Mr. Parent and the rest of the individuals from his firm did an excellent job preparing and running the arbitration hearing. We were successful in obtaining a signifigant judgement in a large part due to Mr. Parents efforts.
"I endorse this lawyer's work. Mr. Parent is effective in representing his clients' interests, is of high integrity, is reasonable to work with, but tough when he needs to be. I believe he understandts the big picture, and nuance, and is able to obtain both short and longe range goals while keeping his hours/efforts within reason."

Relationship: Opposing Counsel on matter
"Randy perfectly balances professionalism and courtesy with advocacy. He is reasonable to deal with while still vigorously advocating for his client's interests. It was a pleasure to be adverse to him, and I hope to have the experience again in the future."
"Randy is very experienced and capable in construction contracts and construction litigation. He is very practical in his approach to handling cases. His files are handled thoroughly, but economically, He is excellent at explaining things. He has an exceptional understanding of construction law and has considerable knowledge about how our judiciary works."
