Represented clients on land use and natural resource matters, with emphasis on water quality and supply. Represented a major Northern California water supply agency in administrative proceedings and litigation over water supplies from the San Francisco Bay - Sacramento and San Joaquin River Delta (Bay Delta) and the California Central Valley Project. Also represented a civilian airport authority in public benefit transfer of a former Naval air station on Guam. Recognized expert on NEPA/CEQA.

Represented clients on a variety of environmental matters, in both trial and appellate courts, under CERCLA, the federal Clean Water Act, the Clean Air Act, and corresponding state statues. Represented a major California port district in environmental cost recovery and contribution litigation involving a former aeronautical manufacturing facility near the San Diego International Airport. Defending complex cost recovery, contribution, and subrogation litigation involving a site in Palo Alto.

Represented clients (as both plaintiff and defendant) in high-profile cases over the regulatory authority of government agencies under federal and state laws. Defended a “bet-the-company” judicial enforcement action brought by the U.S. Environmental Protection Agency and U.S. Department of Justice under the federal Safe Drinking Water Act. Represented a national legal advocacy group in a case before the U.S. Supreme Court to review a decision to deregulate sales of genetically modified seeds.
