Philip Gagnon is an attorney in the State of California. Further, Philip is a qualified instructor of Standardized Field Sobriety Tests (SFTS) by the National Highway Traffic Safety Administration and the International Association of Chiefs of Police (IACP) utilizing the NHTSA standards and has testified as an expert witness in court and administrative hearings regarding DUI/DWI investigations and evaluation of officers' opinions as to sobriety. He is also a qualified operator of the Intoxilyzer 8000 evidentiary breath testing device.
