A judgment allows you to collect from debtor, outside of voluntary payments. Judgments in MO appear to be good for 10 years (not my jurisdiction)...

I'm going to guess that you failed to list the income tax refund on your schedule & exempt it. Filing on your own without an attorney is risky. ...
